He was a role-player who played 8 seasons with the Spurs but was essentially forced to retire due to a rare health condition that required a life-saving surgery, so the Spurs retired his jersey number as sort of a "Damn that sucks, sorry bro." He actually tried to come back to play after the procedure, but he wasn't the same at all and decided to hang 'em up.

It's not a dilemma. Fox is not a legend. Chris Paul is CP3. Making him CP68 or something would have been kinda crazy, considering his standing in NBA record books/history.
