I don’t know how these legal battles are going to play out, but if the cap on indirect costs is sustained, it will have profound effects on balance sheets. Columbia, for example, is expected (https://standcolumbia.org/2025/02/08/issue-028-federal-funding-cuts-shake-higher-education-and-could-cost-columbia-over-200-million/)to lose over 100 million dollars a year from this one change alone, and twice as much if other federal agencies follow suit. Stanford’s projected losses (https://stanforddaily.com/2025/02/09/stanford-to-lose-160-million-in-nih-funding-change/) are in the same ball park. Other major research universities, including flagship state schools, all face roughly the same fate.

The last time there was a fiscal shock of comparable magnitude was during the pandemic, when Columbia faced (https://provost.columbia.edu/news/university-fiscal-update) about 300 million dollars in net losses over two years due to reduced occupancy in housing units, a precipitous drop in the number of international students, lower revenues from medical procedures, and new expenditures on testing, tracing, student evacuation, and upgraded classroom technologies. The university responded with employee furloughs, hiring and salary freezes, temporary reductions in retirement benefits, depletion of cash reserves, and new debt issuance.

The difference this time is that the fiscal shortfall is of indefinite duration, and cannot be addressed by temporary measures. Harvard’s president has argued (https://www.harvard.edu/president/news/2025/indirect-costs-and-their-impact-on-our-research-mission/) that the proposed cap “would slash funding and cut research activity at Harvard and nearly every research university in our nation.” He predicts the following consequences:


The discovery of new treatments would slow, opportunities to train the next generation of scientific leaders would shrink, and our nation’s science and engineering prowess would be severely compromised. At a time of rapid strides in quantum computing, artificial intelligence, brain science, biological imaging, and regenerative biology, and when other nations are expanding their investment in science, America should not drop knowingly and willingly from her lead position on the endless frontier.


For reasons discussed below, such arguments are unlikely to sway those responsible for higher education policy in the current administration.

We may also see selective denials of visas for foreign students and the targeted freezing of federal grants and contracts.

Universities I really believe are the gatekeepers. Everything runs through the universities… Everything that is broken about our society—from Fauci’s authority to the things that our kids are being taught in the sixth grade—runs through the university system. There is no way for a conservative to accomplish our vision of society unless we’re willing to strike at the heart of the beast. That’s the universities.

So the idea that we get a little bit more diversity at Harvard or Yale or Ohio State, or we maybe make things a little bit nicer for conservatives, or we found some conservative clubs on campus, no no no no no. Unless we’re willing to de-institutionalize the left in those institutions—or destroy the institutions absent that—we are going to continue to make the most powerful academic actors in our society actively aligned against us. The only way to work is to actually take some of these institutions over.

If you agreed with Scalia in your paper you got a "C" from the professor, Dr. Thomas Miles, at best...while if you agreed with Stephen Breyer that we should have a "living constitution" then you get a solid A+.

Well, I held my proverbial nose and picked the Breyer side, because, I wasn't about to let my GPA slip. But it's a problem. And it's just about every professor.

How would anyone know for sure? Basic statistics. Sure there have always been gays, but part of trans is a mental illness of wanting to feel accepted by people who were otherwise homophobic. Realistically, most people aren't homophobic as long as you're a "normal" gay/lesbian and not a faggy fag like a femboy or a bull dyke type.

Trumplandia started a war with Harvard by mistake but were insulted by Harvard's response, so they're going to sue them and withhold the money anyway


The letter was sent by the acting general counsel of the Department of Health and Human Services, Sean Keveney, according to three other people, who were briefed on the matter. Mr. Keveney is a member of the antisemitism task force.

It is unclear what prompted the letter to be sent last Friday. Its content was authentic, the three people said, but there were differing accounts inside the administration of how it had been mishandled. Some people at the White House believed it had been sent prematurely, according to the three people, who requested anonymity because they were not authorized to speak publicly about internal discussions. Others in the administration thought it had been meant to be circulated among the task force members rather than sent to Harvard.

But its timing was consequential. The letter arrived when Harvard officials believed they could still avert a confrontation with President Trump. Over the previous two weeks, Harvard and the task force had engaged in a dialogue. But the letter’s demands were so extreme that Harvard concluded that a deal would ultimately be impossible.

After Harvard publicly repudiated the demands, the Trump administration raised the pressure, freezing billions in federal funding to the school and warning that its tax-exempt status was in jeopardy.

A senior White House official said the administration stood by the letter, calling the university’s decision to publicly rebuff the administration overblown and blaming Harvard for not continuing discussions.

“It was malpractice on the side of Harvard’s lawyers not to pick up the phone and call the members of the antisemitism task force who they had been talking to for weeks,” said May Mailman, the White House senior policy strategist. “Instead, Harvard went on a victimhood campaign.”

RIF hits the Air Force Academy


The loss of professors holding doctoral degrees could lead to programs losing their accreditation and make it tough to attract top engineering candidates, professors said. There is also fear that the top freshmen and sophomores might transfer out of the programs, they said. The instructors spoke on the condition of anonymity to avoid retaliation.

The loss of accredited programs also could hurt cadets’ chances at getting into graduate school, professors said.

Taking the educate out of education


The Air Force Academy has rolled out a new mission statement that drops the word “educate” and adds in a focus on winning wars.
The statement was posted recently on the academy’s website.

The new mission is: “To forge leaders of character, motivated to a lifetime of service, and developed to lead our Air Force and Space Force as we fight and win our Nation’s wars.”

An academy spokesperson said the statement reflects the priorities outlined by President Donald Trump and Defense Secretary Pete Hegseth to develop warrior-leaders prepared to lead warfighters.

The previous mission statement was: “To educate, train and inspire men and women to become officers of character motivated to lead the U.S. Air Force and Space Force in service to our nation.”

The older mission statement is closer to the one at West Point.

The U.S. Military Academy states its mission is: “To build, educate, train, and inspire the Corps of Cadets to be commissioned leaders of character committed to the Army values and ready for a lifetime of service to the Army and nation.”

The Naval Academy places emphasis on ideals, as well as a well-rounded education, in its statement.

The academy’s mission is: “To develop Midshipmen morally, mentally and physically and to imbue them with the highest ideals of duty, honor and loyalty in order to graduate leaders who are dedicated to a career of naval service and have potential for future development in mind and character to assume the highest responsibilities of command, citizenship and government.”

Trump's stop work orders can hit the bricks, Northwestern University will self-fund


Northwestern University is planning to self-fund research projects targeted to be stripped of federal funding.

While university officials said they’ve still not received official word of such action, they acknowledged receiving about 100 stop-work orders from the federal government on roughly 100 federal grants. On March 13, Nature encouraged its readers to take part in a survey to determine whether scientists are planning to leave the U.S.

The first question asked "are you a researcher in the U.S. who is considering leaving the country following the disruptions to science prompted by the Trump administration?

The survey's questions were also shared on social media and in the Nature Briefing email newsletter.

Of the 1,608 respondents who answered whether they are researchers planning to leave the U.S, 75 percent responded "yes."

The results show that those who have recently started their scientific careers or studies are especially eager to leave. Of the 690 postgraduate researchers who responded, 548 said they were considering leaving, as well as 255 of 340 Ph.D. students.

When asked about preferred destinations, the most popular choices were Canada and Europe.

One respondent said that if they left the U.S., they would like to go "anywhere that supports science."

While the Air Force Academy sent a letter to incoming cadets early last week reassuring them of a quality education at the school, a definitive plan for layoffs among faculty and staff is still in the works.

During a presentation on April 11, Superintendent Lt. Gen. Tony Bauernfeind said that the Air Force is expected to cut 5,000 civilian positions in the 2025 must-pass legislation known as the National Defense Authorization Act, according to a detailed account of the event.

Trump's war on education is a war on special ed and reasonable accommodations for kids with disabilities


Time and again, the U.S. Department of Education has been the last resort for parents who say the state of Idaho has failed to educate their children. The federal agency in 2023 ordered Idaho to stop blocking some students with learning disabilities, like dyslexia, from special education. That same year, it flagged that the state’s own reviews of districts and charters obscured the fact that just 20% were fully complying with the federal disability law. Last year, it told the state it must end long delays in services for infants and toddlers with disabilities, which could include speech or physical therapy.

Now President Donald Trump has pledged to dismantle the department.

Idaho’s superintendent of public instruction Debbie Critchfield has celebrated the proposal. She insisted that the move would not change the requirement that states provide special education to students who need it. That would take an act of Congress.

But parents and advocates for students with disabilities say they are worried that no one will effectively ensure schools follow special education law.

“Historically, when left to their own devices, states don’t necessarily do the right thing for kids with disabilities and their families,” said Larry Wexler, a former division director at the federal Office of Special Education Programs, who retired last year after decades at the department.

MARSEILLE, France — The first American academics fleeing Donald Trump's America for France have arrived.

Aix-Marseille University last week introduced eight U.S.-based researchers who were in the final stage of joining the institution's “Safe Place for Science" program, which aims to woo researchers who have experienced or fear funding cuts under the Trump administration. AMU offers the promise of a brighter future in the sun-drenched Mediterranean port city.

"real experts", let me share an anecdotal experience when I was in college many moons ago. Took computer graphics, photoshop 101, one of my last semesters to earn an easy A and I came out with a B+ unfortunately. My grade had nothing to do with the fact that I was top of class but more to do with my professor's lack of being an "expert" seeing how he wasn't trained in computing whatsoever and came from a illustration background, I should know because I took a course with him a few semester's back. He was appointed to the class due to a shortage of professors and not because he knew anything he was to "teach".

I got the grade I did because he was outraged that all the students would come to me to learn while he just read out of the book instead. Running up to the finals, I had a D+ that is until we had surveys issued to us by the Admin and I asked a simple question, "Why am I almost failing when I am basically the teacher in this class?". My only saving grace was all the students who stood up and voiced their frustrations too and had my back confirming I was teaching them all. The Admin had a little talk outside with my professor, the "expert", and I ended up with a B+. Guess an A+ would've been too generous... :lmao

The prime example I saw was the investigation into the U.C. school system about allegations of antisemitism on campus. In March, Andrea Lucas, who Trump appointed to be acting chair of the Equal Employment Opportunity Commission, filed what’s called a Commissioner’s Charge, which is essentially a complaint of employment discrimination. It was my section’s job to investigate it. We were told: “You have 30 days to do an investigation and give us a Justification Memo” — which is what we write after we conclude there is a legal violation.

Multiple teams of attorneys went to Berkeley, U.C.L.A., U.C. Davis and U.C.S.F. Mostly they didn’t find sufficient evidence to bring suit. The teams were so scared that in real time, every day, they were summarizing and reporting up to office management, back to Michael Gates, the deputy assistant attorney general, to create a paper trail for how they were not finding evidence.

But the D.O.J. demand letter to U.C.L.A. asked for $1 billion in damages. We thought, $1 billion? They are making that up out of thin air. There is no way the damages we found added up to anything like that amount.

Universities with fair hiring policies targeted

Resegregation of the workforce is the order of the day


The state department is proposing to suspend 38 universities including Harvard and Yale from a federal research partnership program because they engage in diversity, equity and inclusion hiring practices, according to an internal memo and spreadsheet obtained by the Guardian.


The memo, dated 17 November, recommends excluding institutions from the Diplomacy Lab – a program that pairs university researchers with state department policy offices – if they “openly engage in DEI hiring practices” or set DEI objectives for candidate pools.



Elite institutions including Stanford University, Yale University, Johns Hopkins University, Duke University and the University of Southern California are among those marked for suspension, effective 1 January 2026. Other targeted schools include American University, George Washington University, Syracuse University and several University of California campuses.

Education Dept. asks hundreds of fired employees to temporarily return

WASHINGTON – Facing a backlog of school discrimination cases, the U.S. Department of Education has asked hundreds of employees it fired months ago to temporarily return to work.

A Dec. 5 email obtained by USA TODAY shows the agency ordered a significant portion of staffers in the Office for Civil Rights to come back later this month. In the "return to duty" directive, officials acknowledged they're facing a sizable caseload of civil rights complaints, and they underscored a need to utilize every resource at the government’s disposal to work through them.

The agency said the request applies to roughly 250 workers who've been on administrative leave for months amid legal challenges to their March firings. Julie Hartman, the Education Department's press secretary for legal affairs, stressed there still aren't any plans to fully rehire those workers permanently.

Four attorneys said they were particularly troubled by two matters. First, they were asked to write up a “j-memo” — a justification memorandum — that explained why UC should face a lawsuit “before we even knew the facts,” one attorney said.


“Then there was the PR campaign,” the attorney said, referring to announcements beginning with a Feb. 28, 2025, press release (https://www.justice.gov/opa/pr/federal-task-force-combat-antisemitism-announces-visits-10-college-campuses-experienced) saying investigators would be visiting UCLA, UC Berkeley, USC and seven other universities nationwide because the campuses “have experienced antisemitic incidents since October 2023.”


“Never before in my time across multiple presidential administrations did we send out press releases essentially saying workplaces or colleges were guilty of discrimination before finding out if they really were,” said one attorney, who requested anonymity for fear of retaliation.
Jen Swedish, a former deputy chief on the employment discrimination team who worked on the UCLA case, said “virtually everything about the UC investigation was atypical.”


“The political appointees essentially determined the outcome almost before the investigation had even started,” said Swedish, referring to Trump administration officials who declared publicly that punishing colleges for antisemitism would be a priority. She resigned in May.

This summer, my colleagues were reporting out a story about the Department of Education’s “final mission,” (https://www.propublica.org/article/education-department-public-schools-activists-linda-mcmahon-trump) its effort to undermine public education even as the Trump administration worked feverishly to close the agency.

As we do with all stories, the reporters reached out to those who would be featured in the article for comment. And so began a journey that showed both the emphasis we place on giving the subjects of our stories an opportunity to comment, as well as the aggressively unhelpful pushback we’ve faced this year as we’ve sought information and responses to questions.

Megan O’Matz, a reporter based in Wisconsin on ProPublica’s Midwest team, first asked the department’s press office for an interview in mid-August. At the same time, we emailed top administration officials who were making crucial decisions within the agency, including Lindsey Burke, deputy chief of staff for policy and programs, and Meg Kilgannon, director of strategic partnerships.

In response to the outreach to Kilgannon, department spokesperson Madison Biedermann told O’Matz to “Please direct all media inquiries to [email protected].” Reached on her cellphone that day, Biedermann said she was happy to look into the request. We asked for a response within a week.

At that time, the published press phone number for the department appeared, at all hours, to be a black hole, with a recorded message saying it was “temporarily closed.” (It still indicates that.)

Hearing nothing more, O’Matz emailed the press office again Aug. 18. And again Aug. 28 with detailed questions. She left follow-up messages on Biedermann’s cell. And on Burke’s cell, including once on her husband’s cell as ProPublica tried to find a direct way to contact Burke. To ensure fairness and accuracy, it is our long-standing practice to try to reach those who are part of our stories so that they have an opportunity to respond to them. We’d rather get responses before we publish an article than after.

Reached on her cell Aug. 29, Kilgannon said she had no comment and hung up before O’Matz could explain what we planned to publish about her and her work. She did not respond to a subsequent email with those details.

On Sept. 8, still hearing nothing from Burke, O’Matz reached out to the department’s chief of staff, writing: “We have been seeking to talk to the secretary and to Dr. Burke. … Can you help us arrange that?” A week later, ProPublica arranged for a letter to be delivered via FedEx to Burke’s home outlining what our reporting had found so far and to let us know if anything was inaccurate or required additional context. We invited her again to talk with us, to comment or provide any additional information.

Finally, on Sept. 17, Biedermann wrote: “Just heard from an ED (Education Department) colleague that you sent these inquiries in writing to their home address. This is highly inappropriate and unprofessional. You have also reached out to employees on their personal cell phones, emails, and even reached out to employee’s family members. This is disturbing. Do not use an employee’s home addresses or relatives to contact them.” (The emphasis was hers.)

ProPublica replied the following day that it’s common practice for journalists to reach out to people we are writing about. “In fact, it’s our professional obligation,” O’Matz wrote.

Biedermann responded: “Reaching out to individuals about a work matter at their private address is not journalism — it is borderline intimidation. In today’s political climate it is particularly unacceptable. We received your inquiries (via email, phone calls, text messages, both on work and personal email address) and made a conscious decision not to respond, as we have every right to do.”

“You are not entitled to a response from us, or anyone, ever,” Biedermann wrote.

To be clear, at no time prior to this email did the department tell O’Matz that it had received her inquiries and would not comment. The article ran on Oct. 8, about two months after we first contacted the department.
