It's because she is remembering this video that was to be the last thing played in the UK during nuclear war (these videos would be played nonstop on BBC which I think is the only TV that would be allowed to be broadcast any more in the lead up). You can see/hear these videos, including this specific one, in the background a few times in Threads also.

Still, Threads is the best movie ever made on nuclear war since they did way more research than anyone else (Carl Sagan was one of the consultants for scientific accuracy). They were actually gonna scrap the film when they heard ABC was developing The Day After, but once that aired the producer and director of Threads knew ABC made a Disneyesque fantasy depiction of nuclear war and they had to show what it would really look like. Plus I love that Threads shows the war strictly from the pov of the people. Makes it one of my top 2 war movies ever made (with Grave of the Fireflies the other).
