technically, this is ICE's contractor screwing up
just one way ICE puts itself at arm's length from liability for inhumane conditions of ICE detention
The largest immigration detention center in California "lacks a reliable system to consistently provide adequate health care, placing individuals at serious risk of both immediate and long-term harm," according to a report issued this week by a court-appointed monitor. In his report, Dr. Muthusamy Anandkumar, a physician with extensive experience as a medical monitor in immigration detention facilities, state prisons and county jails, cited "a recurring pattern of delayed identification of patient needs, delayed or missed assessments, delayed or inadequate treatment, missed or delayed medication administration, and gaps in follow-up care" at the California City Detention Facility in the Mojave Desert.
According to the report, Anandkumar interviewed more than a dozen staff and 40 patients, conducted a three-day site inspection and reviewed 141 patient medical records and thousands of pages of documents produced by Immigration and Customs Enforcement and CoreCivic, the private prison company operating the facility.
"This pattern indicates broader problems in the facility's health care delivery system rather than occasional lapses in care," Anandkumar said in his report.

In his report, Anandkumar said staff reported that, when the facility opened, "it was intended to house individuals in good health."
"In practice, however, the facility received a large volume of patients, including patients with complex medical conditions, and the medical team was not adequately prepared to manage this population," he said.
Anandkumar said the facility "does not appear to have adequate staffing, stable on-site management, sufficient clinical and operational oversight, or an effective quality assurance process to identify and promptly address care-related problems."
"These elements are necessary to manage the health care needs of this patient population," he said.

Fernando Viera Reyes (https://www.latimes.com/california/story/2025-12-17/man-held-at-ice-detention-center-faces), a plaintiff in the lawsuit who is currently being held at the detention facility, said in a statement that for months he couldn't move, sleep or even use the bathroom without being in extreme pain. Despite that, he said, it took five months for California City to get him a biopsy.
He has now been diagnosed with metastatic prostate cancer, he said.
"By the time I received my official diagnosis, the cancer had spread all over my body. If my ability to get cancer treatment is in the hands of this same staff, I'm scared I'll be left without the healthcare I need," he said. "It feels like we're being treated like we don't have any value, but we're all human beings, and we deserve lifesaving treatment just like anyone else."

another bogus prosecution falls apart
Federal prosecutors quietly dismissed charges this week against a California man who was set to go on trial on Monday for sending hostile text messages to federal agents during the immigration crackdown in Minnesota.
In a court filing on Thursday, prosecutors told a federal judge that they came to realize days before the start of the trial that the government lacked conclusive evidence that the man, James Patrick Lyons, had committed a crime.
The dismissal of the charges against Mr. Lyons (https://www.justice.gov/usao-mn/pr/california-man-charged-interstate-transmission-threats-injure-five-federal-law), who faced five counts of making interstate threats to injure law enforcement officers, adds to the scores of federal cases that have unraveled in the Trump administration’s efforts to ramp up deportations.
In a motion asking the court to dismiss the case, prosecutors said new evidence that the government obtained this week “precludes its ability to prove the charges filed in this matter beyond a reasonable doubt.”https://www.nytimes.com/2026/08/14/us/minnesota-threats-federal-agents-immigration.html

ICE, Iran quietly worked together on deporting Iranians to Iran, emails show
Los Angeles — U.S. immigration officials worked with Iran to deport Iranians in late 2025 and early 2026, newly released emails show, revealing a working relationship between the U.S. and Iranian governments despite tensions mounting between them.
Hundreds of emails exchanged between U.S. immigration officials, which were obtained by the National Iranian American Council and made public Tuesday, offer the most transparent play-by-play yet of how the two countries worked together to arrange for more than 100 Iranians to be flown back to Iran on three separate immigration flights in September and December 2025 and January 2026.
The emails show that Iranian officials had some influence over which Iranian immigrants in the U.S. were sent back to their home country, and U.S. Immigration and Customs Enforcement officials apparently heeded some last-minute changes to deportation lists that Iran requested.
"Per request from the Iran Embassy I added a few cases," one unnamed ICE official wrote in late August, a month before the first deportation flight in September. Just over a week later, someone with the same job title moved to make another, unspecified change to the deportation list after they said they met with the "Director at the Iranian Embassy."
"Iran has requested that I amend the previous manifest and expedite the removal process," the official wrote.
...
Just days after a June 16 warning from President Trump on social media that "Everyone should immediately evacuate Tehran!" the former acting director of ICE, Todd Lyons, called the repatriation of Iranian immigrants a "priority" in an email sent to the agency's head of removal operations, Marcos Charles, and a number of unnamed staff.
Shortly after Lyons' email, Charles forwarded the message to a group of officials whose names are redacted. An unnamed ICE official responded, warning that "removal will prove difficult" amid the ongoing conflict because Iran wasn't issuing the travel documents for Iranians eligible for deportation. On top of that, the Iranian airspace was closed to all flights during the bombings and Iranians were fleeing the country.
Charles was unfazed, telling staff in a subsequent email to make a plan to deport 58 Iranians with final removal orders in ICE custody at the time.
"We need a plan forward ASAP," Charles wrote. Another official, whose name was redacted, urged colleagues to "identify a solution for this White House priority."
Jamal Abdi, the president of the National Iranian American Council, said the emails undermine Mr. Trump's assertions that the U.S. is at war with Iran to save ordinary Iranians from a repressive regime.
...
Eleven Iranians in immigration detention said they were forced to meet with Iranian government officials while in ICE detention. Those Iranian authorities knew intimate details about their asylum claims, according to the sworn declarations filed in a Washington, D.C., court in July.
The lawsuit alleges that U.S. immigration agencies have been illegally sharing confidential information about Iranian asylum-seekers with the Iranian government.
The U.S. government is allowed to work with government officials of foreign countries to coordinate deportation logistics. However, federal regulations passed in the late 1990s prohibit the government from sharing information that could reveal that the person getting deported applied for asylum.
DHS vehemently disputed the lawsuit's allegations.
"These allegations that ICE shared asylum application records with the Iranian government are FALSE," DHS said in a statement in July.

railroading kids to meet deportation quotas
The boy who faced Immigration Court Judge Shawn Abraham needed the microphone lowered before his hearing could begin. His feet didn’t reach the floor.
He is 12 years old.
The lawyer and advocate who sat with him at the respondent’s table told Abraham that he had no caregivers in El Salvador, where Abraham would order him deported moments later.
He was one of more than a dozen unaccompanied minors without legal status who appeared at Chicago Immigration Court Wednesday for a hearing that was unprecedented until recently. During the proceedings, an immigration judge entered removal orders against some of the children, despite their attempts to seek a long-held legal protection to remain in safety in the United States due to abuse or neglect.

Beginning on May 10, immigration officials announced (https://www.uscis.gov/working-in-US/eb4/SIJ) that children who applied for special immigrant juvenile status are no longer automatically protected from deportation while they wait to become lawful permanent residents.
Federal officials had tried to roll back the automatic deportation freeze for SIJ applicants in 2025, but were stymied by an order from a federal judge in New York. In April, though, U.S. Citizenship and Immigration Services issued a new policy that lets those previously automatic protections be adjudicated in cases that began after May 10.

A flight attendant last month found a gun belonging to a federal ICE agent inside a restroom at San Francisco International Airport, officials revealed.
The misplaced gun was discovered inside a stall in a men’s bathroom past the Terminal 2 security checkpoint at 10:26 p.m. July 21, an SFO spokesperson said. The flight attendant told security at a checkpoint, who closed the restroom to the public and called 911.
San Francisco Police Department officers arrived within five minutes and were still there investigating when the ICE agent returned to retrieve his firearm, SFO spokesperson Doug Yakel said by email.

a racially profiled, wrongly detained and deported US citizen was magnanimously permitted to return to the USA
A 25-year-old man from Central Texas who was deported to Mexico (https://www.texastribune.org/2026/04/23/texas-united-states-citizen-deported-ice-detention-brian-morales/) despite insisting he was an American citizen returned to the country Sunday after the federal government reached an agreement with his lawyers in light of new evidence they provided about his citizenship, his attorneys said.
The federal government deported (https://www.texastribune.org/2026/04/23/texas-united-states-citizen-deported-ice-detention-brian-morales/) Brian José Morales García in April following a police stop near Fredericksburg. In a previous interview with The Texas Tribune, he said that he was born in Denver, grew up in Mexico and had been living and working in Texas. Officers who stopped the vehicle he was riding in did not believe him and called the U.S. Immigration and Customs Enforcement.
Morales said he repeatedly told authorities that he was born in the United States and that he had copies of his birth certificate and social security number at his home in Austin that he could share with them. He was deported, anyway. The U.S. Department of Homeland Security disputed his account and accused Morales of having entered the country illegally.
According to Morales’s lawyers, that changed as they provided more documents as part of a lawsuit challenging his removal. His legal team submitted additional hospital records, affidavits from witnesses and his certified birth record from Colorado. The U.S. Department of Justice allowed Morales to enter the country while a lawsuit regarding his detention and deportation proceeds, his lawyers said. His lawyer, Kate Lincoln-Goldfinch, picked him up in Laredo, she said.

“Brian’s case raises an alarming pattern of behavior on the part of the federal government, demonstrating that they’re willing to racially profile, detain and deport U.S. citizens, “ Lincoln-Goldfinch said. “In order to prove citizenship, someone who is born in this country has to provide more than just civil documentation about who they are, and the federal government being permitted to require this level of evidence for someone to simply reside in the U.S. is extremely concerning and unacceptable.”

declining prosecution of criminals to pick on more or less harmless immigrants -- good people
mass deportation harms public safety
In total, the DOJ quietly closed more than 23,000 criminal cases in the first six months of President Donald Trump’s administration, abandoning hundreds of investigations into terrorism, white-collar crime, drugs and other offenses as it shifted resources to pursue immigration cases, according to an analysis by ProPublica.
The bulk of these cases, which were closed without prosecution and known as declinations, had been referred to the DOJ by law enforcement agencies under prior administrations that believed a federal crime may have been committed. The DOJ routinely declines to prosecute cases for any number of reasons, including insufficient evidence or because a case is not a priority for enforcement.
But the number of declinations under Bondi marks a striking departure not only from the Biden administration but also the first Trump term, according to the ProPublica analysis, which examined two decades of DOJ data, including the first six months of Trump’s second term. ProPublica determined the increase is not the result of inheriting a larger caseload or more referrals from law enforcement.
In February 2025 alone, which included the first weeks of Bondi’s tenure, nearly 11,000 cases were declined, the most in a month since at least 2004. The previous high was just over 6,500 cases in September 2019, during Trump’s first administration.

The study below compiled public records from the last 40 years for its analysis
Highlights:
Illegal immigrants pay more in taxes than they receive in benefits, every single year;
Illegal immigrants are more likely to be working than US natives;
Illegal immigrants consume fewer government services than US natives;
Illegal immigrants cost less per capita than the US average;
Illegal immigrants are much more likely to be in poverty but not more likely to be receiving welfare;
Illegal immigrants are less likely to commit or be incarcerated for crimes than US natives

ICE has been stiffing hospitals for medical treatment of detainees since last October
Last year, Popular Information broke the news (https://popular.info/p/exclusive-how-the-trump-administration) that on October 3, 2025, U.S. Immigration and Customs Enforcement (ICE) abruptly stopping paying third parties for medical care provided to detainees. Third-party providers are used to provide “medically necessary” care including “dialysis, prenatal care, oncology, [and] chemotherapy,” according to ICE.
Prior to that date, payment for medical care for ICE detainees was processed by the Department of Veterans Affairs (VA). But the VA “abruptly and instantly terminated (https://popular.info/p/exclusive-how-the-trump-administration)” its agreement with ICE after the arrangement, which dated to the George W. Bush administration, drew criticism from right-wing activists. The activists falsely claimed that undocumented immigrants were siphoning resources from veterans. Actually, ICE was fully reimbursing the VA for the service.
According to documents published by ICE on a government contracting website on November 12, 2025, the termination of the agreement with the VA left ICE unable to “pay for medically necessary off-site care.” ICE described this as an “absolute emergency” that needed to be resolved “immediately” to “prevent any further medical complications or loss of life.”
Eleven months later, ICE still has no system to pay for outside medical care provided after October 3, 2025.
Hospitals and other providers who continue to treat ICE detainees are not receiving payment. UCHealth University of Colorado Hospital, located in Aurora, Colorado, for example, has provided medical care for ICE detainees, including 150 hospital admissions, clinic appointments and emergency visits, since last fall. It hasn’t been paid for any of these services, racking up over $4 million in unpaid bills (https://www.cpr.org/2026/08/18/immigrant-geo-group-ice-unpaid-medical-bills-aurora/).
“Like other healthcare providers, UCHealth has been unable to submit claims and has not been reimbursed for care provided since October 1, 2025, because of a disruption in the Department of Homeland Security’s medical payment system,” UCHealth spokesman Dan Weaver told CPR News last month (https://www.cpr.org/2026/08/18/immigrant-geo-group-ice-unpaid-medical-bills-aurora/).
Moshannon Valley EMS is a non-profit organization which provides ambulance services in Philipsburg, Pennsylvania. As of June, it had responded to 43 calls to a local ICE detention center since October 2025. It has not been paid for any of that work. “We have to have some faith that someone’s going to do the right thing and compensate us for the work that’s provided,” EMS chief Fred Ferguson told NOTUS (https://www.notus.org/immigration/911-calls-immigrant-detention-rural-emergency-care).
Internal data obtained (http://popular.info/p/ice-has-stopped-paying-for-detainee) by Popular Information reveals that, in 2024, the VA processed over $246 million in medical claims related to the treatment of ICE detainees (and a much smaller number of detainees held by Customs and Border Patrol) by third parties. Data obtained by American Oversight found the VA processed $96 million in claims (https://www.latimes.com/politics/story/2026-08-06/records-detail-ice-medical-claims-before-payment-system-collapsed) in 2025 before the relationship with ICE was terminated.
In the absence of payment, it is unclear how many providers, like UCHealth, are continuing to provide treatment and how many are refusing to treat ICE detainees.

ICE has no authority to police elections, let alone to gather voting history
Noncitizen voting is infinitessimal in scale
In a bid to tackle alleged voter fraud (https://www.wired.com/story/the-supreme-courts-mail-in-ballot-ruling-is-a-step-toward-chaos-in-the-midterms/), Immigration and Customs Enforcement (https://www.wired.com/tag/immigration-customs-enforcement/) is preparing to award a contract worth up to $5 million to a company that will create a massive national database of voters.
ICE first detailed what the contract would entail in a document published last week (https://sam.gov/workspace/contract/opp/c120b053872c4a6984773f8a413cacad/view). “The purpose of this acquisition is for the handling and secure delivery of publicly available voter registration files and voter history files to support Homeland Security Investigations (HSI) fraud detection and data segmentation activities,” the document reads.
In the document, ICE says that the agency will initially provide a list of specific states it wants to acquire public voter registration files from, though the successful contractor will need to have the capability to obtain data from all 50 states. ICE is also seeking voting history data “for each federal election specified by the government, including general, primary, runoff, and special federal elections.” ICE is seeking publicly available information from each state, which each have their own rules around how it is obtained. This would include voter registration, and in many cases, voting history. Either could potentially include party affiliation—a move that experts believe will violate a right to privacy for US voters.

Over the “strongest possible” objections from the federal prosecutor handling the case, leaders at the Department of Justice in Washington, D.C., quashed plans to bring civil rights charges against an Immigration and Customs Enforcement agent accused of shooting a Venezuelan immigrant and then lying about it.
The agent, 52-year-old Christian Castro, allegedly shot Julio Cesar Sosa-Celis in the leg in Minneapolis this January during Operation Metro Surge, the Trump administration’s immigration blitz that sent thousands of federal agents into the state. The incident was one of three shootings by immigration agents in the city, the other two of which were fatal.
Federal prosecutors in Minnesota had been preparing to charge Castro with deprivation of rights under color of law for the shooting of Sosa-Celis, according to several people familiar with the case. Those charges are similar to the ones leveled against Minneapolis police officers accused in George Floyd’s killing (https://www.justice.gov/archives/opa/pr/former-minneapolis-police-officer-derek-chauvin-sentenced-more-20-years-prison-depriving) and can carry hefty prison sentences.
Late on Tuesday, Matthew Evans, the assistant U.S. attorney in Minnesota in charge of the case, told lawyers for Sosa-Celis and other victims to prepare for Castro to be charged “only with False Statements,” according to an email that was reviewed by ProPublica.
That charge would likely carry a far less severe punishment if he were convicted.
“This is being directed by the Main Justice and the US Attorney,” Evans wrote in a remarkably candid account of internal deliberations. “I objected in the strongest possible terms and fought it as hard as I could. It wasn’t enough.”

The scrutiny of ICE’s hiring practices has intensified in recent weeks, spurred in part by the fatal shooting of Johan Sebastián Durán Guerrero, a Colombian immigrant, in Biddeford, Maine, on July 13.
The two ex-wives of the ICE agent David Brouillette, one of whom identified (https://www.nytimes.com/2026/07/18/us/david-brouillette-ice-agent-maine.html) him as the person who fired the fatal shots, have accused him in interviews and court records of being abusive. In a filing for a protection order in December 2019, one ex-wife wrote that he had broken her door down, destroyed her belongings and dumped her clothes over a bridge.
The women also have saidMr. Brouillette, a former military serviceman and Veterans Affairs police officer who was hired amid the recruiting surge last year, had post-traumatic stress disorder related to his deployment in Afghanistan. A local official in Maine told The Portland Press Herald that Mr. Brouillette sought jobs with the Hallowell Police Department in 2024 but was denied because there were “too many red flags.” Mr. Brouillette could not be reached for comment

The preliminary vetting process, which took seven to 10 days, was upended last summer. The vetters were told to make determinations on recruits without having the full security form, fingerprints or any polygraph testing, according to the former unit chief and a former federal official familiar with the process who was granted anonymity to speak freely about it.
That meant new hires were heading to training without having their identities, criminal histories and other basic information checked and verified, the unit chief said.
The agency also sped up its training program, cutting it from roughly 10 weeks to six. This resulted in agents reporting to their full-time positions while their full background checks were pending.

electronic shackles for Haitian refugees Springfield, Ohio had encouraged to move there
in what way was this honor student a danger to public safety after the US government arbitrarily revoked his legal status?
On Monday morning, Pierre Damas Bel, a 20-year-old TPS recipient living in Springfield, Ohio, walked into highway traffic and was struck and killed by a truck. He had been fitted with an ankle monitor in July, which his family cites as being the source of his depression and subsequent suicide. Bel had just started taking courses at Wright State University in Fairborn, about 15 miles away from Springfield, after graduating high school with honors. He was an avid soccer player and member of the Junior Reserve Officer Training Corps (JROTC) program.
After receiving an ankle monitor, Bel could no longer play soccer without it beeping. He couldn’t be fitted for an ROTC uniform like his peers. At school, he was bullied and called a criminal. According to his father (https://static1.squarespace.com/static/68460a37f903140728c2ab29/t/6a96d6d301ae7843bced4197/1788270291660/Transcription+of+handwritten+statement+from+Pierre +Ronal+Bel.pdf), Bel took two trips back to the ICE offices in Cincinnati and Westville to “plead to the officers to remove the bracelet.”

DHS is robbing deportees
Dozens of deportees are arriving in the Haitian city of Cap Haitien weekly as the Trump administration pushes to remove Haitians who lack legal immigration status in the United States, and some are now marooned in an unfamiliar place.
More than 80 people were returned last week, often with only the U.S. government-issued sweatpants and T-shirts, and with immigration court documents stuffed in their pockets. Many returned broke, saying their valuables had disappeared during the trip and they now lacked the cash to get home.

Forced feeding is torture, and yes, I called it that here when Obama did it.
Not sure he cut any holes into people's abdomens...
But in this latest case in Texas, ICE also received permission to force-feed the Cuban hunger striker through a “percutaneous endoscopic gastrostomy” tube insertion. This is a surgery in which medical staff make an incision in a person’s abdomen, insert a tube that remains in place indefinitely until it is surgically removed again and pump liquid directly into the stomach. This procedure has not been previously identified in other force-feeding cases reviewed by the Guardian.

In the wake of a hiring surge last summer, an official in charge of evaluating new recruits to U.S. Immigration and Customs Enforcement issued a dire warning.
[…]
Citing an “unprecedented lowering of standards,” the career ICE official said that “systemic breakdowns” had allowed applicants to receive job offers before they had passed basic fingerprint, identity or credit checks in a preliminary vetting process.
For an administration (https://www.techdirt.com/2026/09/03/working-with-ice-is-so-toxic-ice-is-now-offering-liability-insurance-to-local-police-officers/) that clearly desires a “papers please” standard to be applied across the United States and directs the actions of the agency now expected to handle most of this “papers please” work, it’s almost hilarious to discover ICE applicants are getting job offers before their identities have been verified. That means it might be easier for an undocumented migrant to secure a job at ICE than one at the local food jobber (https://frinkiac.com/comic/img?b=AQIBBlMwOEUyMfYUCAABEvQBygNcQWguIEhlcmUncyBh IGNoYW5jZSB0byBlYXJuIG15CmtlZXAuIEkgd2lsbCBnbyBvdX QgYW5kIGdldAp0aGVzZSBpdGVtcyBmcm9tIHRoZSBmb29kIGpv YmJlci4A).
This is happening while Trump and his MAGA cohorts are demanding everyone produce proof of citizenship before being allowed to vote. Meanwhile, ICE doesn’t even know if the person it’s trying to hire is actually the person the applicant says they are.
This isn’t just some rando speaking off the record. The New York Times has secured a copy of the whistleblower report submitted to the DHS Inspector General and spoken to the whistleblower directly:
The whistle-blower, a 17-year ICE veteran who spoke to The New York Times on the condition of anonymity because of the sensitive nature of his claims, said the agency had cut corners in its rush to fill the ranks.
“We chose as an agency to be more convenient rather than thorough,” he said, describing the agency’s decision to reduce scrutiny of recruits in order to expedite hires. “By doing so, there was a potential to put lives at risk and to jeopardize national security.”

striking economic damage, no social benefit
A new study shows that the widespread fear and isolation caused by the immigration crackdowns that began in early 2025 had a significant economic toll on Chicago commerce, draining over $1.26 billion from local businesses.
The report (https://greatcities.uic.edu/news-stories/hunkering-down-the-hidden-economic-cost-of-federal-immigration-enforcement-in-cook-county-il/), published by the University of Illinois Chicago, used anonymous cellphone GPS data to track movement between immigrant and non-immigrant neighborhoods throughout Chicago's Cook County. Researchers found that the routine back-and-forth between these areas collapsed almost immediately after President Donald Trump took office on Jan. 20, 2025, amid rampant rumors and the subsequent sweeps that Chicago would be targeted for immediate Immigration and Customs Enforcement (ICE) raids.
Professor Matt Wilson, a co-author of the study, noted how strongly the economic ripples were felt outside of immigrant communities in the area. The report estimates that decreased consumer mobility cost retail shops and restaurants in non-immigrant neighborhoods roughly $1.26 billion, while costing the state of Illinois an estimated $107 million in lost tax revenue.

[A]fter repeated misrepresentations by ICE officers, both to this Court and others, the inherent trustworthiness of Form I-213s and other like documents is, at best, on perilous footing. ...
As a result, this Court is under the disheartening impression that, at best, ICE takes cursory steps to ensure that its statements are truthful, and, at worst, has a culture of outright lying to further its litigation positions. In view of the litany of deception and outright falsehoods that have infected ICE's representations to this court and others, this Court finds itself in the unenviable position of stating that uncorroborated Form I-213s are worth considerably less than uncorroborated police reports, which are, themselves, not entitled to substantial weight.

“There were no arrest warrants,” said Perry Grossman, a supervising attorney at the New York Civil Liberties Union, which filed the lawsuit with the Worker Justice Center of New York.
“There was no suspicion that individual workers had committed crimes. And they seized easily 100 people for nonconsensual questioning. They arrested 57. Out of those 57 people, criminal charges were brought against only five. And the most serious charge was unlawful reentry.”
Grossman said one employee got her charges dismissed after contending in a lawsuit that her Fourth Amendment rights were violated. He said he was not aware of any charges or indictments against the employers.

ICE denied pregnant mothers medical care and lost track of miscarriages
ICE is arresting a record number of pregnant women and teenagers – placing them in detention centers where they say it can be exceedingly difficult to access medical care. At the same time, the agency appears to have lost count of how many suffered a miscarriage.Government documents obtained by the Guardian show that the Trump administration (https://www.theguardian.com/us-news/trump-administration) placed more pregnant immigrants in detention last fall and winter than at any time over the previous year.
ICE recorded 18 miscarriages during the first nine months of the Trump administration, the documents show, but the agency has no data on miscarriages after 3 October 2025.
Meanwhile, detained pregnant women report that they are struggling to access routine and emergency medical care. In interviews with the Guardian and in testimonies shared by their attorneys, women who miscarried or were hospitalized for pregnancy complications said they did not receive follow-up care, despite experiencing ongoing pain and symptoms.

Angie, 26, learned she was pregnant a few weeks after she was booked into the Mesa Verde detention center in California. A few weeks after that, she woke up to large amounts of brown fluid excreting from her body. The medical staff at the detention center told her the miscarriage wasn’t her fault, she said.

Women who miscarry and don’t receive proper treatment, including an ultrasound and other tests to ensure that their pregnancy tissue has been vacated from their body, could experience infection and other severe complications, Ottenheimer said.
“These incarcerated women are not getting the prenatal visits that they’re supposed to get. They’re not getting high-risk prenatal visits if they need them. And if they do miscarry, the medical care they receive is minimal to none,” Ottenheimer said.
Christina Davidson, the chief medical officer of the American College of Obstetricians and Gynecologists, said (https://kennedyhumanrights.org/wp-content/uploads/2026/08/ACOG-declaration.pdf) in July that “placing and holding pregnant patients in detention poses serious medical and mental health risks for both the pregnant patient and fetus”. Lapses in care at detention facilities, she added, could escalate treatable conditions into life-threatening emergencies.

ICE raided a Hyundai factory last year, detaining and abusing 300 Korean workers
They're preparing to sue the US government under the FTCA
More than 300 South Korean workers detained in a high-profile immigration raid at a Hyundai Motor Group-LG Energy Solution joint venture battery plant in the U.S. state of Georgia last year have begun taking steps toward legal action against the U.S. government, CNN reported Tuesday.
The workers have started filing administrative claims with nine federal agencies, including the Department of Homeland Security, Immigration and Customs Enforcement (ICE), Customs and Border Protection, the FBI and the departments of justice and labor.
The filings are a required step before the workers can pursue lawsuits against the federal government under the Federal Tort Claims Act. A Korean attorney representing the workers said she aims to file claims on behalf of all of them by the end of the year.
The claims allege that workers were unlawfully detained during the raid on Sept. 4, 2025, and subjected to poor conditions while held at an ICE detention facility. They are seeking damages for lost work, confiscated belongings and psychological harm, among other claims.
Federal authorities detained 475 workers during the operation at the sprawling Hyundai manufacturing complex in Ellabell, Georgia, most of them South Koreans. The search warrant underlying the operation identified just four target individuals, none of whom were among the Korean workers detained, according to CNN.
DHS said ICE executed a judicial search warrant as part of an investigation into alleged unlawful employment practices and other federal crimes. Authorities said at the time that those detained were suspected of living or working illegally in the United States.
Some of the South Korean workers have since returned to the U.S. to work at battery plants, in some cases using the same B-1 visas they held at the time of the Georgia raid.

Alfredo Fajardo Melgarejo’s claim challenges violent and unlawful conduct by ICE officers during the worksite raid. Fajardo was one of an estimated 475 workers detained on on Sept. 4, 2025, at the Hyundai Motor Group Metaplant America.

ICE lies, gets violent, smears people publicly without evidence and breaks the law
I was surprised to get an email recently from the FOIA office within Immigration and Customs Enforcement.
Usually our relationship is one-sided: I write the agency asking for records under the Freedom of Information Act (https://www.foia.gov/); no one responds; I follow up; I wait some more.
Last year, after ICE ignored a previous request of mine — as well as ten follow-up messages over several months — Block Club sued the agency for FOIA violations (https://blockclubchicago.org/2025/05/13/block-club-chicago-sues-ice-over-immigration-arrest-records/). That case is still in court.
But every so often I get a response, usually an unsigned form letter (https://blockclubchicago.org/2025/03/04/ice-says-it-will-reveal-who-was-arrested-in-chicago-as-soon-as-possible-which-might-be-never/) that doesn’t include the information I’ve requested. It’s literally nothing personal.
This time, though, the email was different: It was a form letter, but it was signed (electronically) by a deputy FOIA officer named Megan.
Even better, the message informed me that ICE had documents to share: “A search of the ICE Office of Enforcement and Removal Operations (ERO) for records responsive to your request produced 1 pages …”
One page — such a small number that it made the form letter grammatically incorrect.
It’s a revealing number as well, because it shows that Trump administration officials are still concealing evidence of what they did during Operation Midway Blitz last year.
This saga goes back to Sept. 19, 2025. Early that morning, protesters gathered outside the ICE facility in suburban Broadview to speak out against the recently-launched federal show of force in Chicago.
A number of demonstrators tried to block the entrance to the facility. Around 8:30 a.m., federal agents responded by throwing tear gas, firing pepper balls and physically assaulting protesters, according to journalists from Block Club (https://blockclubchicago.org/2025/09/19/ice-tear-gasses-detains-protesters-outside-broadview-facility/) and other (https://www.cnn.com/2025/09/19/us/ice-chicago-protests-broadview) news (https://www.nbcchicago.com/news/local/tense-scene-unfolds-as-protesters-ice-guards-clash-outside-broadview-immigration-facility/3826655/) outlets (https://apnews.com/article/immigration-chicago-protest-ice-broadview-bd2d76806925aa7f223696f6269255e0) who documented what was happening.
The violence continued off and on for hours.

But the U.S. Department of Homeland Security, which encompasses ICE,called the protesters “rioters (https://www.dhs.gov/news/2025/09/19/violent-rioters-assault-law-enforcement-ice-broadview-processing-center-police),” (https://www.dhs.gov/news/2025/09/19/violent-rioters-assault-law-enforcement-ice-broadview-processing-center-police) saying they “assaulted law enforcement, threw tear gas cans, slashed tires of cars, blocked the entrance of the building, and trespassed on private property.”
The version of events in the DHS press release was so different from what journalists on the ground documented that I had to wonder where it came from. Is that what agents in the middle of the violence claimed in their incident reports? Or did public relations staffers spin their own stories?
To find out, I sent a request to ICE under the Freedom of Information Act — the law that, with a few exceptions, says the public has the right to see records produced by the government.
This request asked for copies of ICE reports for “incidents that involved protests, riots, arrests, and/or the use of tear gas, pepper spray, and flash bang grenades” outside the Broadview facility on Sept. 19.
ICE should have what I asked for. Under the agency’s own rules, agents are required to provide verbal reports after they use force. Their supervisors are then required to complete written reports. On a day agents used force repeatedly, they should have produced a lot of records.
But over the next few weeks, ICE’s FOIA office didn’t send me anything.
https://i0.wp.com/bcc-newspack.s3.amazonaws.com/uploads/2025/09/ICE-768x1024.jpg?resize=768%2C1024&ssl=1Federal agents stand guard as a protester presses on through a cloud of tear gas at a Broadview, Ill. protest against federal immigration enforcement. Meanwhile, Midway Blitz agents apprehended hundreds of people and attacked protesters and bystanders with tear gas dozens of times. Block Club and other news organizations sued the federal government (https://blockclubchicago.org/2025/10/07/block-club-chicago-news-organizations-sue-feds-over-first-amendment-violations/), arguing agents’ uses of force (https://blockclubchicago.org/2025/10/28/judge-blasts-border-patrol-boss-greg-bovino-for-violating-excessive-force-order/) violated the First Amendment.
ICE still had not sent me anything by Nov. 20, when U.S. District Judge Sara Ellis issued a 233-page opinion (https://blockclubchicago.org/2025/11/25/feds-repeatedly-lied-and-misled-the-public-during-chicago-immigration-crackdown-federal-judge-rules/) blasting the practices of federal authorities during Operation Midway Blitz. Fourteen pages of the opinion detailed what happened outside the Broadview ICE facility on Sept. 19, drawing from witness testimony as well as dozens of body-camera videos and reports from Border Patrol and Homeland Security Investigations, another agency under DHS.
Agents said some protesters that day were unruly and aggressive, including several who threw rocks and other items. But Ellis stressed that federal authorities repeatedly responded with violence. Clergy, journalists and nonviolent demonstrators were among the targets.
https://i0.wp.com/bcc-newspack.s3.amazonaws.com/uploads/2025/09/DSC4733-1-1024x683.jpg?resize=1024%2C683&ssl=1Federal agents detain someone during a protest outside of the entrance of the Immigration and Customs Enforcement facility in Broadview on Sept. 19, 2025. Credit: Audrey Richardson for Block Club Chicago
Ellis also noted that an email from ICE leadership reported its agents arrested nine people on Sept. 19 and used tear gas “to de-escalate the crowd’s aggression.”
But even after the judge quoted from ICE’s own records in a public ruling, the agency told me it hadn’t found anything yet.
On Dec. 4 at 7:03 a.m., I received an email from Megan, the deputy FOIA officer. She informed me that ICE conducted a search “and no records responsive to your request were found.”
Seven minutes later, before I even had time to vent to a colleague, I received another email from ICE. This one was unsigned and contradicted the message from Megan.
“As of today, your request has been assigned to a processor and your request is being reviewed,” it said.
https://i0.wp.com/bcc-newspack.s3.amazonaws.com/uploads/2026/09/ICE-FOIA-responses-2-e1789657265500.jpg?resize=1080%2C1010&ssl=1For months, ICE officials kept saying a FOIA request for records from Sept. 19, 2025, was “being reviewed.”
More than a month and a half passed. Then, on Jan. 27, I received another email that broke the exact same news: “As of today, your request has been assigned to a processor and your request is being reviewed.”
By then, hundreds of pages of records produced during the First Amendment lawsuit were available to the public. They left me even more curious about why ICE had to search so long to find the materials I’d asked for.
For example, one Border Patrol report released through the court case detailed the use of force by ICE officers on the morning of Sept. 19. It said protesters blocked and sat on the bumper of a minivan that an ICE agent was driving to take a detainee away from the facility. “ICE Special Response Team (SRT) Agents attempted to disperse the protesters and deployed chemical gas to the ground in front of the minivan,” the report said.
https://i0.wp.com/bcc-newspack.s3.amazonaws.com/uploads/2025/09/DSC4374-1024x683.jpg?resize=1024%2C683&ssl=1Rev. David Black looks up to federal agents after being sprayed with pepper bullets as dozens of protesters gather at the entrance of the Immigration and Customs Enforcement facility in Broadview on Sept. 19, 2025. Credit: Audrey Richardson for Block Club ChicagoAccording to another report, also from Border Patrol, ICE agents fired pepper balls at protesters on the evening of Sept. 19. After some protesters threw rocks, a Border Patrol agent used tear gas: “I pulled the pin,” he said in the report, and “quickly escaped” with another agent from Border Patrol and two from ICE.
And a statement introduced to the court from Russell Hott, a former ICE field director, said ICE agents arrested protesters for “assault, obstruction, and trespassing that day.”
ICE rules require agents to keep records of arrests, just like uses of force.
Yet somehow ICE couldn’t find its own documentation of any of those incidents or arrests in response to my FOIA.
On April 21, I finally received an update, which was the same update I’d already received: “As of today, your request has been assigned to a processor and your request is being reviewed.”
A pattern was emerging: ICE continued to conceal and delay.
That’s why I was shocked to get the email on Aug. 21 informing me ICE had found records in response to my request from 11 months earlier.
One page.
This:
https://i0.wp.com/bcc-newspack.s3.amazonaws.com/uploads/2026/09/9-19-25-Broadview-attack-FOIA-response-edited-1.jpg?resize=612%2C654&ssl=1ICE officials said this one page is the only record they could find about agents’ clashes with protesters in Broadview on Sept. 19, 2025.
The single page was a memo emailed on Sept. 19, 2025. In the copy provided to me, ICE covered up the name and address of the sender with the legal code of privacy exemptions in the FOIA. The memo was addressed to the agency’s Enforcement and Removal Operations field leadership.
It recounted how some protesters had lain down to block the entrance to the Broadview ICE facility.
“During the encounter, [ICE] operators were obligated to utilize hard techniques to control the arrestees,” the memo said. “However, the crowd continued its aggression, and ICE was obligated to deploy CS [tear] gas to deescalate the aggression of the crowd and protect life and property.”
The document offers a snapshot of how federal authorities framed the Broadview protests and their attacks on protesters.
But after “searching” for almost a year, ICE somehow couldn’t find any other reports on the incidents in Broadview on Sept. 19, 2025. No reports on its “hard techniques” or other uses of force. No reports on the arrests by its agents, or the alleged “assaults” against them. No memos or communications with Border Patrol, Homeland Security Investigations, DHS or other federal agencies that have, through lawsuits and other FOIAs, produced lots of records about the violence that day.
Maybe ICE officials really were unable to find any more records about Sept. 19, which would be hard to do. Perhaps they didn’t create more than “1 pages” of records that day, which would be against their own rules. Or maybe they decided not to share any more information with me, which would be against the law.

The incident occurred in the 1700 block of Howard Street around 9:50 a.m., Stewart said, after officers were dispatched after an “unknown caller reported hearing two males arguing and someone stating that an individual would be taken into custody.”
Police said they responded to an adult male on the ground “with several people assisting him.”
The man reported injuries to his head, neck and teeth, police said, and witnesses “told officers that individuals they believed were U.S. Immigration and Customs Enforcement agents had attempted to take him into custody.”
In a post on social media (https://x.com/DanielBiss/status/2101814665533854068), Mayor Daniel Biss said federal agents “briefly detained and then released” the man, who he said was a U.S. citizen. He was transported by ambulance and treated for “minor injuries” at St. Francis Hospital.

black site immigration dockets
secret courtrooms for secret police
The U.S. Department of Homeland Security and the Executive Office for Immigration Review have blocked court observers, reporters and attorneys from several new immigration courtrooms inside 26 Federal Plaza this month.
EOIR, a branch of the Justice Department, started sending immigrants attending routine deportation hearings without lawyers to these private courtrooms on Sept. 14. Dubbed the “black site docket” by some immigration and transparency advocates, the courtrooms are on the third floor, which is overseen by DHS.
Traditional immigration courtrooms on two floors inside 26 Federal Plaza are overseen by EOIR. By law and a recent court order, these courtrooms are supposed to be open to the public, except for certain privacy exceptions or capacity issues.
But when The City Reporter tried to enter one of the new immigration courtrooms on the third floor Monday, security guards barred the reporter from entering. A DHS police inspector later threatened The City Reporter with arrest for trying to wait in an elevator bank outside the new courtrooms.

Whistleblower photographs (https://oversightdemocrats.house.gov/imo/media/doc/for_use_florida_facilities_caption.pdf) released on Monday show that an Immigrations and Customs Enforcement (ICE) field office in South Florida is severely overcrowded, with detainees sleeping on the floor of the building's garage and forced to use portable toilets overflowing with human waste.
Democrats on the House Committee on Oversight and Government Reform published the photographs and allegations by an anonymous ICE employee, who alleges that people being detained at an ICE field office in Miramar, Florida, are being stuffed in overcrowded holding cells, given inadequate access to medical care and hygiene, insufficient food, and limited to no legal access.
The photographs also show many detainees being confined in the building's sally port, an unventilated garage entrance, where they allegedly are forced to sleep shackled for eight to 10 hours a day. According to the disclosures, although the Miramar ICE facility only has a rated capacity to hold 56 detainees at a time, it's routinely detaining hundreds of people—up to 342 at one point in August.

Reason reported (https://reason.com/2026/08/25/this-ice-office-detains-people-for-days-in-overcrowded-holding-cells/) last month that the Miramar ICE facility, which is typically an administrative office where immigrants check in with federal authorities, had instead become a makeshift detention center as immigration arrests surged over the summer, with people languishing for days in what were supposed to be temporary holding cells.
A South Florida woman told Reason that her sister was arrested by immigration officers and detained at the Miramar field office for five days—jammed into a bare concrete holding cell with roughly 50 other people, where she suffered an anxiety attack.
According to the new whistleblower allegations, one woman who was seven months pregnant was detained for three weeks at Miramar until she was finally released on an order of supervision.

waste, fraud and abuse
U.S. Immigration and Customs Enforcement and other agencies (https://apnews.com/article/trump-immigration-detention-camp-contract-army-ice-3595746cd420c6f83c4ffd0b331ae056) have wasted tens of millions of dollars pursuing ill-conceived plans to rapidly increase detention capacity, and the total will likely rise due to ongoing mismanagement, congressional investigators warned Thursday.
The U.S. Government Accountability Office documented costly problems in several initiatives ICE has pursued since President Donald Trump returned to office in January 2025 and ordered the mass arrest and deportation of people who are in the country illegally.
Among the misspending was nearly $3 million to erect tents at Guantanamo Bay (https://apnews.com/article/us-immigration-detention-guantanamo-bay-d4fe8f0d051e0cd7e3f04ce02c8e7564) that were never used, $20 million to maintain purchased warehouses that are now being sold (https://apnews.com/article/mullin-immigration-ice-warehouses-detention-c91e9a991664a7cdc18fe2e54138c9c4) without having housed a single detainee, and excessive rates paid to hold detainees at a deficient and now-shuttered Florida lockup (https://apnews.com/article/florida-detention-trump-conditions-immigration-alligator-c9c3dc594c1b056d27da2cc6c97af307).

“By detaining far more persons in the hold rooms than ever was intended and for far longer than ever was intended, ICE objectively deprived detainees of sleep, sanitary living conditions, basic personal hygiene needs, sufficient food and water, and adequate medical care. ICE prevented detainees from accessing counsel, who might have stood in the way of what it was doing,” Kaplan wrote, adding, “Some of these deprivations impacted detainees immediately; others only after longer periods. ICE knew, or should have known, that how it was treating detainees was wrong, yet it continued to do it anyway. It did so to inflict punishment on detainees and induce them to self-deport.”

secret courts, pop-up locations, not open to the public
appointment locations changed without notice isn't cricket either
The Trump administration is holding secret, pop-up immigration court hearings in federal buildings that the public can’t access, and lawyers are having trouble finding detained migrants through an online system, lawyers and an Arizona lawmaker said Tuesday.
U.S. Rep. Greg Stanton, D-Arizona, says he was initially denied entry into a FEMA building last week in Washington, D.C., where “pop-up” immigration courts are now being held. He says a day later, once he finally was admitted, the court was empty and he said not one person on the docket showed up for their hearing.
During a virtual call with reporters on Tuesday, Stanton said the use of the FEMA facility — during hurricane season — is not appropriate for immigration court proceedings. He said that all immigration court proceedings should be open to the public, and easy to locate.
“Access to a court of law, and it shouldn’t have to be a member of Congress – any American citizen should have access to the American judicial system. But I was told that the impromptu court that was set up inside the FEMA building was not allowing people to enter. That’s wrong. That’s illegal,” Stanton said.

"he was no angel" doesn't justify killing a man, then lying about it and covering it up
Geraldo Lunas Campos, a 55-year-old Cuban from Rochester, New York, who had lived in the United States since 1996, died at about 10.16pm on 3 January 2026 while contract guards restrained him at Camp East Montana, the tent detention site at Fort Bliss in El Paso that is the largest in the Immigration and Customs Enforcement system. The El Paso County medical examiner ruled his death a homicide and gave the cause as asphyxia due to neck and torso compression.
The Government Accountability Office later found that the camp's contractor never gave ICE the use-of-force and death reports its contract required, and that "evidence associated with the incident was missing or destroyed"

creating a "terrorist watchlist" of people exercising their 1st Amendment rights
US agents doing this should be tried and jailed
"The government is treating people who exercise their First Amendment rights and seek to hold it accountable as criminal suspects, and that's what we're asking the court to stop,” says JoAnna Suriani, an attorney at Protect Democracy who is representing ICE observers in the case.
The filing focuses on agents’ conduct during “Operation Catch of the Day (https://www.dhs.gov/news/2026/01/21/ice-launches-operation-catch-day-targeting-worst-worst-criminal-illegal-aliens),” an immigration enforcement surge in Maine this past January. It is part of a proposed class action brought in federal court in Maine by four observers: Elinor Hilton, Colleen Fagan, Polyxenia Pantos, and Carlyn Williams. It was filed under seal in September, and a redacted version was made public Friday.
In particular, it describes how one DHS agent, referred to as “Agent J.C.” in the filing, used the Investigative Case Management (ICM) database, which the government describes as the case management system the ICE component Homeland Security Investigations (HSI) uses to document its investigations, to flag observers.
According to the filings, J.C. created ICM records on at least six observers; the government puts the number of people at eight. He labeled two people he filmed at a Home Depot parking lot with “Threat to Law Enforcement, Professional Protestor,” according to the filing, and sent photos of them and others to a US Customs and Border Protection (CBP) officer so he could run a facial recognition search on them using an app called Mobile Query.
On January 20, Pantos briefly watched and photographed an arrest in Portland, Maine, standing a few car lengths away beside their spouse's car. Hours later, per the filing, J.C. ran the car's plate and pulled a report on the owner—Williams—from Accurint, a LexisNexis database for law enforcement, which listed her address, phone numbers, and cohabitants. J.C. then allegedly circulated her photo to his team, asking, “Was this the protestor.” Another agent, per the filing, replied that it didn’t match the woman he had dealt with at the scene; J.C. then told colleagues he was "adding them in ICM now."
According to the legal filing, that afternoon, J.C. called Williams on her cell phone, identifying himself only as "the Department of Homeland Security." According to Williams, he told her she "should encourage" her spouse, Pantos, "not to do anything like that in the future because people who are doing things like that might get added to a domestic terrorism watchlist." J.C. testified in a deposition that he warned Williams she would be arrested if she “continue[d] to do this.” Government attorneys asserted in a court filing (https://storage.courtlistener.com/recap/gov.uscourts.med.69985/gov.uscourts.med.69985.117.0.pdf) that he denied referencing a “domestic terrorism watchlist.”
According to documents produced by the government, Williams’ ICM record says that she was the registered owner of a vehicle used to “interrupt ICE arrests” and that her driver’s license photo matched a video of "aggressive woman [who] interject[ed] herself into an arrest." According to a 2016 DHS privacy assessment (https://www.dhs.gov/sites/default/files/publications/privacy-pia-ice-icm-june2016.pdf), ICM automatically shares the subject records agents create with CBP’s TECS system (https://www.dhs.gov/publication/tecs-system-cbp-primary-and-secondary-processing-tecs-national-sar-initiative), where they act as "lookout records" for screening travelers at the border.
ICM is the system used by HSI agents to create and track case files (https://sam.gov/opp/7e20d6751a0e4a97be276139b8bcecad/view). ICE awarded Palantir the contract to build ICM in 2014, and the system is built on the company’s Gotham software, which ICE says was customized specifically for operational needs. In 2022, ICE awarded Palantir a new five-year ICM support contract (https://sam.gov/opp/027b10d0cff3409c91d52d5cef37d576/view) initially valued at up to about $96 million. In 2025, the agency added nearly $30 million to that contract to develop a new platform called “ImmigrationOS (https://sam.gov/opp/f71acee6010c423db4902446a59a690c/view).”
Todd Lyons, the former acting director of ICE, wrote in an April letter (https://www.documentcloud.org/documents/28221052-lyons-response-to-frost-42126/) to Rep. Maxwell Frost, the Florida Democrat, that ICE “does not maintain any kind of database of U.S. citizens protesting ICE activities.” He also said DHS isn’t keeping a “separate, standalone database” of people it hasn’t arrested or detained.https://www.wired.com/story/ice-has-been-dumping-protester-photos-into-a-palantir-database/

over 500 Americans detained, about a dozen deported
We have tallied and cataloged every case we can find of an immigration agent holding a citizen during the current administration.
More than 500 cases. That includes:
More than a hundred Americans held after agents questioned their citizenship. Nearly all were people of color.
At least 70 American children and teens detained, some of whom were handcuffed.
Of the more than 300 Americans we tracked as detained for allegedly assaulting or obstructing agents, we found fewer than half were actually charged in federal court, and many of those cases were dropped or dismissed.
At least 63 Americans detained while recording.
36 Americans held for at least a day without being able to contact a lawyer or their family.
Roughly a dozen citizens deported, mostly children.

ICE has no authority to police elections nor to investigate nonprofits based on zero derogatory information
Democracy Forward, which obtained the ICE documents through the Freedom of Information Act, said records from the agency’s Homeland Security Investigations (HSI) branch underscore how the Trump administration (https://www.commondreams.org/tag/trump-administration) is “using the power of the government to try to silence eligible voters and prevent them from accessing the ballot.”
The 166-page document (https://democracyforward.org/wp-content/uploads/2026/10/EMBARGO-DFF-DHS-ICE-26-0510-0511-0512-LIT-A_.pdf) that ICE turned over to Democracy Forward shows that HSI has considered sending undercover agents to investigate nonprofit organizations accused of illegally registering noncitizens to vote. President Donald Trump (https://www.commondreams.org/tag/donald-trump) and his allies have repeatedly and baselessly claimed that noncitizen voting is a significant problem in the US.
HSI admits in one of the newly released documents that its “review” of more than 40 nonprofits in New Jersey uncovered “no derogatory information.”

ICE runs over man who wasn't their investigative target
Surveillance video obtained by our Houston sister station, ABC13 shows the moment an unmarked SUV carrying U.S. Immigration and Customs Enforcement agents ran over a man during a pursuit at a shopping center in Texas on Saturday.
The video out of west Harris County shows a white pickup truck stopping along Clay Road, facing oncoming traffic. Two men get out of the truck. One runs toward Highway 6, while the other, identified by ICE as Miguel Parra-Hernandez, runs through a shopping center parking lot.
Moments later, a dark, unmarked SUV turns into the parking lot and runs over Parra-Hernandez.
A witness who spoke with ABC13 on the condition of anonymity said he saw the incident unfold.
"He said, 'Ah! Ah! Ah! You broke my leg! You broke my leg!'" the witness recalled.
The video shows Parra-Hernandez remaining on the ground for several minutes after he was struck.
The footage also appears to show an ICE agent getting into the pickup truck Parra-Hernandez fled and moving it into the shopping center before leaving in another unmarked vehicle.
"I believe ICE agents moved it before we got there," HCSO Major Anthony McConnell said.
ICE alleged in a statement that "Parra-Hernandez ran in front of an ICE vehicle and was struck."
ABC13 reached out to an ICE spokesperson, who said agents were attempting to arrest Jose Mendoza-Cervantes, who was their intended target.

ICE tries to cover up its crimes
Videos collected by local investigators make it “pretty obvious” that an ICE officer intentionally ran over Miguel Parra Hernandez (https://www.nbcnews.com/news/us-news/houston-man-run-ice-vehicle-will-need-additional-surgery-advocates-say-rcna602971)during an immigration stop Saturday, which could lead to assault charges, the district attorney said Tuesday.
“This was an intentional striking and running over of the person by the vehicle, and in that case, that is an aggravated assault with a deadly weapon in Texas,” Harris County District Attorney Sean Teare told NBC News.
Teare said the federal government is not cooperating with the investigation conducted by his office and the Harris County Sheriff’s Office. He also said ICE may have allowed the erasure of critical data in the vehicle involved in striking Parra, who was on foot.

ICE robs detainees
The Trump administration faces a challenge to the apparent refusal by the U.S. Immigration and Customs Enforcement to return personal items to individuals held in and subsequently released from immigration detention.
The American Civil Liberties Union filed the class action (https://www.courthousenews.com/wp-content/uploads/2026/10/aclu-migrants-class-action-ICE-property-seizure.pdf) in the U.S. District Court for the District of Columbia, seeking an injunction to order the government to return wrongfully held items — such as work authorization papers and wedding bands — and halt any further withholdings.
According to the ACLU, ICE has a de facto policy of holding onto the personal property of individuals detained following civil immigration arrests “long after any legitimate governmental interest in the property has expired.”

ICE runs over man who wasn't their investigative target
https://abc7.com/story/ice-runs-man-agent-caught-surveillance-video-hitting-miguel-parra-hernandez-car-during-chase-shopping-center-harris-county-texas-officials-say/19930189/...the investigative target died in 2017
In a previous statement, ICE said it attempted a vehicle stop and the two people in the car ran away. The officers tried to apprehend the fleeing men, and “Miguel Parra Hernandez ran in front of an ICE vehicle and was struck,” the ICE spokesperson stated.
The collision left Parra with hip, leg and ankle injuries, including a broken leg, according to his family and representatives.
Afterward, ICE issued a statement that included a headshot of the man it identified as Mendoza-Cervantes with the word “wanted” in capital white letters.
But the daughter of the man identified by ICE as Mendoza-Cervantes told an immigrant civil rights group that the photo was actually of her deceased father.

malicious neglect is deadly, classic feature of concentration camps
Estefani Andrade said her dad had a heart condition, along with diabetes and high blood pressure. He had medicine with him when he was detained, but she said staff at the center wouldn’t “give him his medications.”
She also said her dad was sick at the detention facility. He had a cough — which she said was concerning since he was hospitalized for COVID-19 in 2021 and that took a lasting toll on his health — and told her that he wasn’t feeling good. He sought help from the facility’s medical staff but he told her that “they would just ignore him.”

apparently ICE was randomly checking IDs
“In a free country, no one should be riding their bike in their own neighborhood only to be subjected to an unprovoked assault by a government agent,” Thrash-Ntuk wrote in a statement, adding that Ricardo is an American citizen and a former employee of the city.
“ICE has no place terrorizing our streets or subjecting our residents to random stops and harassment simply because of the color of their skin,” Thrash-Ntuk continued. This lawless chaos demands our universal condemnation.”

Legal U.S. Resident Dies in ICE Detention
A 56-year-old father of three who died in Immigration and Customs Enforcement detention over the weekend was a lawful permanent resident, The Texas Tribune reported Monday.
Emiliano Andrade-Covarrubias was found unconscious in his bed Saturday morning at the Rio Grande Processing Center. ICE had detained Andrade-Covarrubias on June 26, as he was returning to Texas from Mexico through the port of entry in Laredo. The agency claimed that he’d failed to disclose a prior arrest when applying for his green card in 2004.
Andrade-Covarrubias’s daughter, Estefani Andrade, told the Tribune that her father had disclosed his criminal record during his application process and was still approved. Andrade-Covarrubias was scheduled to appear at an immigration court hearing on November 2.

worst of the worst
A 78-year-old Ugandan priest, who spent more than a year (https://www.cbsnews.com/colorado/news/colorado-christian-reverend-seeking-asylum-u-s-deported/) in immigration detention, was released from an Aurora facility Tuesday, but he was unable to walk out on his own.
CBS Colorado cameras captured two fellow detainees carrying Edward Nalwamba from the GEO-operated ICE detention facility to his ride after staff reportedly refused to allow him to use a wheelchair beyond the facility's gate.
Nalwamba, who has lived in Colorado for more than two decades, was released after a federal judge granted his petition challenging his continued detention and ordered immigration officials to free him by Tuesday.
