I find the question absurd as well, but probably for a different reason than you. The question is absurd because choosing one doesn't necessarily mean that you would have to choose it to the exclusion of the other. After all, Saddam did lead the nation of Iraq for a brief time while Dubya lead our nation. They are not mutually exclusive choices.

Were killing Iraqis at 10x the rate Saddam did, but we've also poured tens of billions of dollars of direct-aid and infra-structure improvements in the country. The problem is that the U.S. can't afford to rebuild Iraq on it's own and the Chinese, the Russians the Euro's and the UN are still stuck in the 'you broke it, you bought it mentality'. As well they should be because the U.S. went into Iraq, toke control of the Oil Ministry and all the foreign-run wells, and then arrogantly gave all the major rebuilding contracts to American crony companies with connections to high-paid Washington lobbyist.

Iraq is as bungled a mess as the Bush Administration and Washington.
