They have zero need for Penny and I don't recall his relationship with Brian Hill being all that good.

Penny went to the front office, and got Brian Hill fired last time around. If they don't waive him, they will at least "Tim Thomas" him and send him home for the rest of the year.

Remember the potential that Penny had when he was first in the league? Shame to see the guy basically be a nobody for the past 5 years.

Penny's out for the year anyway right? I guess they could've kept him around to sign autographs but I'm not sure why else they'd need to keep him on the roster...

Acquiring Penny was all about shuffling paper to create cap room in the future. Penny was never going to play any (or much) basketball again for the Orlando Magic.
I'd be surprised if he played any (or much) basketball again in the NBA.

Major reconstructive knee surgery will do that to a talented player. That's why some people still question if Amare will be as good as last year when he returns. I think the difference is that they think they caught his knee problem early enough so that it won't be as bad as other players who have had the same knee problem.
