Just 17% Favor Dubai Ports Deal


February 24, 2006--Just 17% of Americans believe Dubai Ports World should be allowed to purchase operating rights to several U.S. ports. A Rasmussen Reports survey found that 64% disagree and believe the sale should not be allowed.

Just 39% of Americans know that the operating rights are currently owned by a foreign firm. Fifteen percent (15%) believe the operating rights

From a political perspective, President Bush's national security credentials have clearly been tarnished due to the outcry over this issue. For the first time ever, Americans have a slight preference for Democrats in Congress over the President on national security issues. Forty-three percent (43%) say they trust the Democrats more on this issue today while 41% prefer the President.

Bush Pleased With Ports Takeover Delay
President Wants 'Cooling Off' Period


WASHINGTON -- The White House on Friday praised as helpful the offer by a United Arab Emirates company to postpone indefinitely its takeover of significant operations at six major U.S. seaports. The delay gives President Bush time to convince skeptical lawmakers the deal poses no increased risks from terrorism.

Lawsuits to upset the $6.8 billion transaction were filed Friday in New Jersey and London.

The White House said it still supports the agreement and said that Bush will continue to oppose any effort by lawmakers to block it.

But Thomas Kean, a Republican, former New Jersey governor and chairman of the Sept. 11 commission, said Friday the deal should not have been brokered. "It shouldn't have happened, it never should have happened," he told The Associated Press in a telephone interview.

The company's surprise concession, offered late Thursday, cools the standoff building between the Congress and the president over his administration's previous approval of the deal. In early reaction, lawmakers praised the temporary hold. But some critics pressed anew for an intensive examination of the deal's risks.

Homeland Security Secretary Michael Chertoff was not aware a Dubai-owned company was seeking to operate terminals in six U.S. ports and that his agency was leading the review until after the deal's approval, an administration official said yesterday.

Mr. Chertoff's spokesman, Russ Knocke, told The Washington Times the issue rose no higher than the department's assistant secretary for policy, Stewart Baker.
" was not briefed up to this until after this story started appearing in the newspapers," Mr. Knocke said.

Mr. Chertoff is the third Cabinet official to acknowledge he did not know his agency had signed off on the plan as a member of the interagency Committee on Foreign Investments in the United States (CFIUS). Both Defense Secretary Donald H. Rumsfeld and Treasury Secretary John W. Snow have publicly said they were unaware of the deal.

But Mr. Chertoff's exclusion is more noteworthy because his department headed the CFIUS review and is in charge of security at all U.S. ports.

Kerry didn't lose, he just didn't win by a big enough margin to detect any real fraud among the electronic voting companies, namely Diebold, and failed to muster the support to launch a congressional investigation into the miscounted and under-counted votes in Florida and Ohio. He conceeded much too quickly.
