It's not supposed to be serious. It's a complete mockery of the art: you have a nude male, who is far from your stereotypical, physically-fit specimen, and instead of doing something heroic or posing in a threatening and confident stance, he's beating the shit out of small children.

How can you NOT laugh at that?

I think it's the reflection off the paint.

It's probably where people have a tendency to touch the statue - since it's bronze the skin oil would help protect it from the amount of water damage that the rest of the statue has sustained.
