how can i add a pic to a post and as well a pic to my signature if the html doesn't work?

Put those tags around the URL of the pic.

If you're uploading from your computer, does that also mean including those tags on both the front end and back end of the path name?

You can't upload pics from your computer (except the avatar in your user profile). The picture must be hosted on the internet. There are free picture hosting servers - photobucket.com is one.
