I guaransheed it...

Lot of steam coming in from the coast.
http://www.goes.noaa.gov/GIFS/GULFWV.JPG

A TROPICAL WAVE ACROSS THE WESTERN GULF OF MEXICO WILL MOVE
SLOWLY WEST TODAY THROUGH THURSDAY...INTO SOUTH TEXAS. NUMEROUS
TO WIDESPREAD SHOWERS AND THUNDERSTORMS ARE EXPECTED TODAY AND
AGAIN ON THURSDAY OVER THE NORTHERN COASTAL BEND AND VICTORIA
CROSSROADS AS THE WAVE DRIFTS INLAND.
RAINFALL AMOUNTS ACROSS THE WATCH AREA WILL GENERALLY RANGE
BETWEEN 1 AND 3 INCHES THROUGH THURSDAY...HOWEVER ISOLATED LOCATIONS
MAY RECEIVE BETWEEN 3 AND 5 INCHES THROUGH THURSDAY. RAINFALL OVER
THE PAST FEW DAYS HAS LEFT THE GROUND NEARLY SATURATED OVER
PORTIONS OF THE NORTHERN COASTAL BEND AND VICTORIA CROSSROADS. ANY
ADDITIONAL HEAVY RAINFALL MAY RESULT IN FLOODING ACROSS THE WATCH
AREA. THE WATCH MAY NEED TO BE EXPANDED IN AREA AND EXTENDED INTO
THURSDAY SHOULD CONDITIONS WARRANT.
A FLASH FLOOD WATCH MEANS THAT FLOODING OF SMALL STREAMS...CREEKS
AND OTHER DRAINAGE AREAS IS POSSIBLE WITHIN THE WATCH AREA. PEOPLE
IN THE WATCH AREA SHOULD KEEP AN EYE ON THE WEATHER AND BE
PREPARED FOR IMMEDIATE ACTION SHOULD HEAVY RAINS AND FLASH
FLOODING OCCUR OR IF A FLASH FLOOD WARNING IS ISSUED.

Victoria with 5 inches in past 12 hours.

Looks like SA will get nothing but a "trace", less the 0.2 inches.
