Yes, yes, and yes. As long as you are not talking about reggaeton or dancehall.

Groundation (must check this out)

John Brown's Body (also a must listen)

Soldiers of Jah Army

These are just a couple of the newer bands still making roots.

Panic! At The Disco -- "I Write Sins Not Tragedies" "Time to Dance"

Bloc Party -- "Plans" "This Modern Love"

I have no idea what you like, so here's a bunch of random suggestions from various genres:

Art Blakey and the Jazz Messengers -- straightahead jazz from the 50s-80s
The Baldwin Brothers -- current acid jazz
Esquivel -- space age lounge music from the 50s-60s
Toots and the Maytals -- classic ska/reggae from the 60s; Toots is still around and touring
Telepopmusik -- current downtempo/electropop
Cubanismo -- relatively recent cuban son music with a great horn section
This Mortal Coil -- downtempo 80s goth with a lot of texture
Digable Planets -- likable hip hop from the early 90s

Edit: updated with descriptions so people know WTF these are.

Especially Esquivel.

I remember a few years ago reading that there was going to be a biopic about Juan Garcia Esquivel coming out starring John Leguizamo, but looks like it never got off the ground. Too bad.
