Does anybody remember when the NBA did this? Basically, The NBA draft allowed territorial picks. Before the actual draft started A team could forfeit there first round pick and instead pick a player from the teams area. It only lasted like 6-7 seasons though.

For example The Sixers could have selected Kobe Bryant because he played High school basketball in Philadelphia. If this was still in tact today The Bobcats would be stacked because they could select anybody from Duke haha.

The Bobcats are just going to stock up on players from UNC now anyway whether they can play or not.

The D-League has something similar to what you described. I believe they call it allocation and they do it for one or two players for each team independent of the draft. Andre Emmett from Texas Tech and Anthony Fuqua from UTSA were allocated to Austin last season.

and we all know most duke players don tdo well in the nba.

they got that rule overhere in aussie rules, called father and son rule, if ur father plays for that team, and 20 yrs down the track ur son plays the sport, the team has first rights over him whether to sign or draft him b4 another team. but they dont have to used a high draft pick to sign him.
