Pictures on Explorer's browser always look fuzzy or distorted. This doesn't happen when I use Firefox. Any ideas how to fix it?

Click Tools | Internet Options | choose Advanced tab and under Multimedia deselect "Enable automatic image resizing". Make sure "Smart image dithering" is selected.

If your using AOL? You have to uncheck the compression icon.
Go to MY AOL click on Select Preferences then click the "WWW" icon
Click on the "Web Graphics" tab Clear the box that says "Use compressed graphics"

After that delete all your temp www files

I was going to say try a system restore for a date from last week but you say it has always done this. So download this and see what you get.

If no dice? then download the latest Explorer

If it looks like that pic...your Color Quality might be set to 8 bit...try going to your desktop....Right Click...go to Properties > Settings. Change the Color Quality to 32bit. But..since you said it works in Firefox...this may not be the problem...
