At least it will get investigated. There are only two ways the Corps can be held liable:

1) It is determined that bad design caused the levees to fail (unlikely).

2) It is determined that the Corps was negligent in the oversight of construction of the levees (maybe).

What happened is that the contractor committed fraud when building the levees by driving the steel pilings a small fraction of the required depth. Driving them 30 feet into the ground would have been one of the most expensive parts of the job, so by cutting the pilings, and only going 5 or 6 feet, they made a ton of money, but left the levees unstable under even the load of a Category 1 storm. That contractor, if this ever were brought to light, could be criminally liable for several hundred counts of manslaughter.

What I don't know is whether the Corps performed its own inspections, or if that was contracted out as well. Whoever did the inspection was at least negligent.

Wouldn't the city bear some of the blame? I would think their inaction would have to reviewed.

even going with your retarded worldview, only a little more than 40% of New Orleaneans voted for Nagin (not to mention all the people who didn't vote at all at least in part to the fact that government is notoriously corrupt down here so no one believes in the system)

what about the other 58 or so percent?
its pretty clear that on top of not being a very good person morally or whatever, you are also pretty clearly not very intelligent

If they were too stupid to not vote or unite to keep Nagin from re-election, they qualify as the stupid in my book and therefore not worthy of sympathy...
