Dreamweaver is excellent to start with and even for more advanced stuff.

Would I have to buy a domain?
Its an anime website I wanna start.

dreamweaver is the best place to start... from there you an look at all the other goodies to make it more dynamic etc. flash, fireworks,

you'll prolly need photoshop (or similar as well).

I just downloaded dreamweaver and I will probably buy a domain.

Rather than starting with a blank page, look into content publishing programs, many of which are open-source, free, and mature with user mailing lists.

Dreamweaver is basically notepad on speed. You still see all the lines of code, but your tags and such are different colors. Also has pre installed codes.

Also has pre installed codes.It has a graphical editing interface which is very useful for newbies. Once you only look at the source code window in DW you don't really need it anymore.

Inagra after you buy a domain you need to host it somewhere, there's a lot of very cheap hosting options all over the internet so that's a good way to start, you can move to your own server once you know you have enough traffic to warrant that.

Once you have that you design pages in DW and upload them to the webhosting server (they should provide you with instructions how to do this).

And that's basically it.
