it's the greatest example of a meme, a kind of social "gene" that is essentially the transfusion of an idea beyond its original context that comes to develop into a separate existence. the phrase comes from a video game translation from a japanese company, i believe, that was so terrible that such phrases as "all your base are belong to us" were common and became cyber legend.
