Reportedly received a promise in the first round and has shut down workouts. Worked out for the Spurs before shutting it down. Most common rumor is Knicks at #23, but it could be a team later in the first...Spurs?

I'd be hugely surprised if the Spurs not only promised the #28 to a player, but to this player.

I bet you the Knicks made him the promise. Isiah openly said he was going to roll the dice with this draft pick and thats exactly what Chandler is.

He at least fits some of the mold of what the Spurs need. It'd be a risky move to guarantee him your 28th pick and have him shutdown workouts, but it'd definitely be a ballsy move by the Spurs.

The Spurs can afford to go high risk, high reward at this point.

That would be great for the Spurs if Zeke gave this guy a promise (and sticks to it) since most mocks have this guy in the second anyway. Chandler goes to the Knicks at 23 and one more good player falls closer to 28.

Givony in the DX podcast baldly laughs at the idea that the Knicks have made any kind of promise to this guy and goes to far as to suggest the Chandler camp was the one dropping these rumors.
