It's a family member (I'm assuming the dad) who took the baby. The mother probably didn't suspect he was going to be kidnapped by the guy.

The amber alert has the dad's name as BRUCE JOHNATHON STROTHER
The article has Bruce Jonathon Smother.

I would think it was kind of important to get the name right. At least they have his picture out.
