It's not really true, the legion of honor has 5 levels.
TP is at the lowest level of the legion of honor called knight (chevalier in French).
The knight level is given to a lot of people (journalists, sportsmen, businessmen..). There are about 100,000 people with the knight level in France.
In fact, I'm quite surprised that he didn't get it sooner in his career.

Isn't Le Grand-Croix (fifth and highest level) the highest decoration in France, though?

There are about 60 people with the "Grand-Croix" level.
