When sending out invitations, if you know for a fact that somebody is single, do you address it to them "& guest," just to give them the opportunity to bring somebody?

I think that is a nice gesture; although I do believe it is assumed they will bring a guest.

It would be considered improper for the person to bring a guest if the invitation is addressed only to him or her. So if the intention is to offer the option of bringing a date, then you need to include "and guest" on the inner envelope.

problem with dates, are they going to fork out money for the date to come freeload at your event watever you are holding....

You need to let them know it's ok to bring a guest, so if that's the case, then include "and guest" on the inner envelope.
