i thought the NBA did away with the division leaders being the top 3 seeds in favor of the best teams by record?

Yup...that is why it is so important to win your division...if not for the Rockets' 22-game win streak, the Spurs would be in the top 4 seeds right now...keep losing, Houston...keep losing...

Doesn't really matter. Seeds are only used to select opponents. The team with the better record still gets HCA. If the playoffs started today, Utah would be traveling.

Home court is decided by best record tho.
Thus it helps if the Spurs finish ahead of Utah recordwise, even if Utah ends up division winner #4 and Spurs #5.
Spurs would have Home Court.

The reason the NBA give the division leaders a spot in the top 4 is to make sure at least one team in each division makes the Playoffs. The Atlantic Division has been abusing this loophole for years now...coming into the Playoffs with atrocious records.

The NBA forces "Divisions" down our throats trying to copy the success of Divisions in the NFL but it mostly hasn't worked, most of us only care about East and West. It makes more money and generates more interest for the NBA to have divisions in the Playoffs.

The one that didn't make sense was when they held the top 3 seeds. Denver winning that wretched Northwest division in 2005-2006 forced us as the #4 seed to play Dallas in round 2 instead of the WCFs. I don't mind them getting 3 of the top 4, as long as a team like the 2006 Spurs can get #2 overall, like they deserved.
