Obama's just saying he'll talk to our enemies...he hasn't said what the tone of those conversations is to be.
I'm for talking to our enemies as well. I'd say, "cut out the crap or we'll kick your ass." Now, if that's Obama's strategerie, I'm in support. But, alas, I doubt that's his plan. He's more likely to talk to them like the Eunuchpeons have been talking to them for the past several years without result -- all the while Iran has continued apace with their nuclear ambitions.
So, tell me, what's he going to say?

Obama's just saying he'll talk to our enemies...he hasn't said what the tone of those conversations is to be.

got it at a bargain basement price. I can just see all
the possibilities. Hey maybe we can just fire all the
border patrol and the military open our country up to
one and all and have all kinds of great social programs
with the money we saved and more than likely, with his
tax increases, run a surplus for years to come. Oh,
praise the messiah, Obama. I forgot, Texas, New Mexico
and Arizona. Give them all back to Mexico. We took them
by force and they rightfully belong to them.
And Yoni, don't forget Germany, we own them an
apology. They never attacked the U.S. and we declared
war on them. And Italy and on and on and on and on.

I cannot give all possible reasons, but here are a few from my perspective.
Before the end of the cold war, we used these locations as strategic positions. They still are, but they don't have the same primary missions. They are still strategic locations for when we need to be someplace, or provide a short distance stopover.
As for the military, we loved living in other countries. It's part of the experience. Living other places gives knowledge that just vacationing doesn't. As long as any country will have us, you can be sure the military will want to place military installations there. We are still important in some locations to provide stability. Even though Saudi Arabia and Turkey has some troubling problems, we have been in both those countries for several years before the Kuwait and Gulf War. They have been among more stable of nations in the region.
Back to the military, it doesn't cost much more to have bases in other countries vs. here. The primary cost difference is moving the soldiers and families around. Since that is one to three years depending on the assignment and country, it's a drop in the bucket compared to other military spending. Many soldiers like myself extend to stay in one place. The military complies with such requests when possible. I stayed in Germany for six strait years, from a three years tour. South Korea for 25 months from a one year tour.

Two other things. NATO commitment and in some
cases the host countries actually pay part of the expense
