i saw that game a couple of months ago in nba classic. duncan was certainly quicker then but his game is still pretty much the same. alot of his passes off double teams were turnovers though but was more of a result of his teammates not on the right spot.
except for robinson, the quality of his teammates certainly improved.

From ESPN The Magazine, right before the 1999 Playoff run.
The article has been posted here before, this is just the suit part.

Think Tim Duncan's the shy, quiet type? His thankful teammates know better.
by Ric Bucher
"He had to wear ties in grade school in St. Croix, Virgin Islands, and has such an aversion to them now he specifically bought a tab-collared shirt for draft night. He clearly remembers the last time he wore a suit—last year's All-Star Game—when he walked onto an elevator to find himself surrounded by veterans in warmup suits."

About the suit, I found something from October '05, when the league's dress code came in. If this is true, it doesn't sound like the '98 All Star game would have been the last time Duncan wore a suit.
Not sure what to make of it, but here it is.

"I look at K.G. (Kevin Garnett), and Tim Duncan, they just want to be comfortable," says former NBA center Kevin Willis, who played with Duncan in San Antonio. "Tim told me the last time he wore a suit he had the worst game of this career."
Ironically, the Spurs, the reigning defending NBA champions and one of the league's model franchises, will be most affected by the dress code. San Antonio, which has a reputation for having players known for high character, has perhaps the biggest group of casual dressers.
Duncan leads the list. His normal attire is jeans and an oversized shirt. "I don't even own a suit," he says.
Edit: From the Washington Post, also October '05, about the dress code.
http://www.washingtonpost.com/wp-dyn/content/article/2005/10/13/AR2005101302195.html
Duncan told reporters he didn't plan on buying a suit, "Don't own one and never have."
