well, in football you can decline a penalty, maybe the way to get rid of it is to be able to decline a foul! Seriously, the way to get rid of it is not allow fouls away from the ball other than loose ball fouls.
When Wilt Champberlain played in the league, Hack-A-Wilt never happened away from the ball. His team just wouldn't pass it to him unles he had a dunk ready. So, the rules must have been different back then, I don't remember. They did have an abolished rule involving intentional fouls. If you had fewer than the allotted 4 team fouls in the quarter, you could intentionally foul a player and he would get one free throw. They also had a "Three-to-make-two" clause. If you were shooting freethrows and the other team was over the limit, you got 3 chances if need be to make 2 freethrows. That's long gone too.
Cliff notes: Just learn to make your free throws and never worry about the hacking!

I dont see why the league should bail out players when teams exploit their deficiencies. If a team is slow, you run against them, if they are small you shoot over them if they cant make free throws...
