Why are the Spurs and Lakers the only two teams to not share a developmental league team?

They own their respective affiliates.

Thanks!

Does owning the team have any basketball advantages at all?

Was this decision made by the Spurs because it is finally good for them to own a team in Austin? How have they faired in ticket sales?

You're new here, eh? I'm still in diapers too.

Yes, it has many advantages. The most salient of which is that the Toros and Spurs share the "big league" playbook. In other words, players like Mahinmi went through to training camps last season with the same offensive and defensive system, once with San Antonio, once with Austin.

Basically, it's a step or two closer to a true farm system.

That's a great point... it makes moving between teams a lot easier.
