Not a Richer, promise.

Sheet rock is scheduled to go up in about a week in a house I'm having built. Would it be good for me to go and pre-wire for surround and power now or should I just have Best Buy/Circuit City do it after the house is finished and have their work guaranteed? I just don't want to risk not passing inspections if I have someone go and pre-wire and it not be up to par. Anyone out there ever face a similar situation?

Do it before the walls are put in, it so much easier. Just make sure the speaker wire is CL2 or CL3 (in-wall speaker wire) if you're worried about it getting inspected.

I know to get the right wire, but who would I get to do the pre-wire if i don't want to do it myself?

If you don't want to do it I guess get BB/CC to do it, you might/should get a cheaper deal since its before the walls are put in.

What all did you have done? If he's that good, I might want to wire for a projection and music throughout the house in addition to the surround sound and flat screen.

He does it all. He can wire it and install it and he can buy you the products if you want. I bought my own things.

If you use BB or CC, then I'll come down there and slap you. Up here, most alarm installers also price out things like pre-wiring speakers and usually charge per room.
