Yeah, I'm at work. It's a corporate office park with 4 buildings, all on the same internal network and generally supporting a couple thousand people.

No, that's just slow ADSL. I don't think dial-up can reach that.
The sad thing is that there aren't many faster options here. There are a few with better speed, but they're expensive and they may have things like traffic shaping and limited amount of GBs downloaded per month.
