May be true, and makes sense. If they didn't release the report, consider what would be said.

The report is the OPINION of one person within the findings. If you read the thing, which apparently you didn't, you find Stephen Branchflower does a real round-a-bout way of justifying the ethics charge.

I've read enough of it to conclude that there won't be much fallout for the governor as far as her office is concerned. Maybe a censure at the very most.

I doubt even that. In the same report, it said she was justified.
