ChumpDumper, I assume you were adressing me, but I am not totally clear on the criteria. If it's IQ (Stanford-Binet, 162), then it is: 99.9947.
A 33 on the ACT is somewhere above 99, but I'm not sure what exactly. All I can find is that "31 and above" is in the 99 percentile.
