I was hoping people would answer the questions with answers not more questions.
Your question has no meaning without Perry's specific policies, which you apparently don't know.
The thing about Perry and any other governor of former confederate states is that he has no real power outside of a veto. He doesn't write the executive memos and the like. During reconstruction, governors were appointed by the north so the southern states wrote their constitutions to give the governor as little power as possible.
He takes credit for a lot of what goes on but he is pretty much a glorified cheerleader. Thats why you see him going on the national stage and making these claims of 10th amendment or secession and then the Texas congress turns around and takes all the stimulus money it can and then doesn't use the money set aside to do things on its own.

Any state that elects a ignorant, incompetent, inexperienced, failed-businessman puppet like dubya as governor isn't really serious about the office. :)
Actually, the Repugs ARE serious, but serious about the governor not getting in the way of the real powers in the state.
A lot of those appointments were because Bush managed to charm the state Legislature into giving them to him. And way to many of those appointments do not have legislature oversight.
Perry has more power than any Governor before him (officially, I'm not talking clout here), and it's still pretty much piddily :lol
If you want to thank someone/thing for Texas better than average economic state, thank the Legislature and the State Constitution that makes it hard as hell to make any major changes.
it's hard to say, but looking at the dallas skyline, i always tell myself "what recession". there was a story here that dallas hired all the cranes that could be rented in the states. some companies had to import them. i'm not financial genius like a lot of people are here, but that sounds like something is going right.
