I'm serious about this. Even if it is no more than making them earn their way by collecting trash on streets, beaches, etc. Make those who are able bodied do something for what they get. If they have to put in a 40 hr. week, they will probable seek a better job yet. It will at least reduce the welfare roles, and it all helps.

Prove that all, or even most "welfare" recipients can work, but choose not to.
He who asserts, must prove.
If the underlying basis for your proposed course of action is unsupportable by actual facts, then we can reject it as a policy imperitive.
