Yes. In fact part of the plan is to allow teams like the Spurs and Mavs to have good regular seasons. Then as the season gets late, they start giving more calls to the chosen teams so it looks like they are getting hot at the right time while it makes the Spurs look like they are in a slump. The Spurs getting the top seed falls right into their plan.
