When oil hit $140 in 2008, the oilco industry gave us a break, refused to suck in windfall profits of $10Bs, and held down the price of gas so as not to damage the US depressed economy even more, right?

There's a differnce between just being factored into prices and actually going entirely into prices. Some of it actually comes out of profits.
Boutons reminds us correctly that the oil industry does not use its tax breaks to reduce the prices in any noticable way, they likely pocket nearly every cent.
