I've got nothing against Blair. I hope he finds a good situation. He's got some limitations, but he's also got some skills and is a hard worker. He's never going to be an all-star, he probably won't ever be a key player on a championship caliber team, but barring something drastic happening with his knees I could easily see him being a guy who finds a way to stay in the league for another 10 years.

Theoretically they could, but it's highly unlikely they'd be able to pull it off. Blair isn't going to command that big of a salary, so pretty much every team out there will be able to fit his salary into their cap room, or one cap exception or another.
