I can live with an 8-9M offer sheet. Hopefully that NBA Finals performance scared away teams, but you know some team like the Blazers and Rockets are ready to screw over the Spurs.

This seems about right, Spurs won't gamble and they won't let a player walk away. Tiago will get paid and probably were no other parties interested or were really in contention.
