Belinili can at least guard a stationary object. I don't think Neal can do that.

Beli is a better defender, a little bigger (he can play some SF if needed, Neal can't) and cheaper.

They picked Beli cuz he's Italian

Exactly he can create off the dribble and get to the rim a suprisingly rare and valuable nba skill. All Neal can create off the dribble is an occasional shot.
