Every FO makes moves that think will help them get better, and every team does it depending on their ability to make those moves. For every of those 5 you mentioned that worked out, there's thousands that do not.
Cherry picking the ones that do means absolutely nothing. It's like saying, well, the Spurs FO were geniuses for trading Malik for Nazr... hey, we won a championship so they're geniuses!
Your bar for "competence" doesn't exist. Under your premise, no FO was ever competent outside of LA, Boston, San Antonio and now Miami. It's an imaginary bar that's only in your head.
But you go through this every year, even during the time the team was actually winning a championship, and you were still sour and whining.
It really doesn't matter how many championships do you feel the Spurs should've won. Tim choose to stay in San Antonio fully aware of the limitations, and the Spurs went from nothing to third best team in NBA history.
An amazing feat for a team that always had limitations due to where it was, and just a testament on how good Tim and the FO have been.
