Newly-released court filings undermine claims from Scott Walker and his allies that prosecutors were on a "partisan witch hunt" with the ultimate goal of taking down the governor.
Documents filed in federal court last week by Milwaukee County District attorney John Chisholm showed, for the first time, that prosecutors found probable cause to believe Walker and his associates had committed a felony in a county land deal involving a Walker donor - allegations that could have tanked Walker's political career had it been made public in advance of the hard-fought 2012 recall elections.
"Had Walker been named in the period leading up to the recall, that absolutely would have made a difference" in the outcome, says Jay Heck, Executive Director of Common Cause Wisconsin.
In the months leading up to Walker's June 5, 2012 recall election, speculation about the secret John Doe probe was fierce, but details were hard to come by. Prosecutors had brought charges against five of Walker's former aides and associates, for charges ranging from embezzlement of veteran's funds to campaigning on public time, but it was unclear whether the probe would touch Walker himself. Democrats tried to make the investigation a campaign issue, but Walker deflected the charges by insisting that he was not a target.
"Absolutely not," he told reporters in June 2012, just weeks before the recall vote. "One hundred percent wrong. Could not be more wrong. It's just more of the liberal scare tactics out there, desperately trying to get the (gubernatorial) campaign off target." He called claims that he was a target "spin from those on the left" and "false innuendo."
"In the face of flat denials by Walker, prosecutors could have leaked information to directly undercut his statements, but did not," says former Milwaukee County District Attorney Michael McCann. "These are men with a great deal of integrity."
Walker and his allies have recently claimed that prosecutors were engaged in a "partisan witch hunt," and right-wing outlets like the National Review have accused prosecutors of "selective leaks." Yet if these accusations were true, prosecutors would have been in a position to leak damning details about Walker's participation in an alleged felony before election day.

Marquette Poll: Walker's Support Nose Dives In Wisconsin's GOP Primary
An overwhelming majority of Wisconsin voters are unhappy with Gov. Scott Walker's decision to run for President, according to a Marquette Law School poll released Thursday.
Nearly two-thirds of Wisconsin voters, 63 percent, said they did not like Walker's decision to run, the survey found.
In addition, the poll found, Walker's support for his presidential run among GOP primary voters in Wisconsin has nose-dived from earlier this year. He still leads the other 16 Republican rivals, but the latest poll showed he had 25 percent support, compared with 40 percent before he entered the race.
Former neurosurgeon Dr. Ben Carson was the only other candidate to poll in double digits among primary voters, with 13 percent.
Fifty-seven percent of voters overall disapproved of how Walker is handling his governorship, according to the survey.
The poll was conducted among 802 registered voters, 334 of whom were Republicans, in Wisconsin from August 13 to 16 via landline and cellphone. The margin of error was plus or minus 4.3 percent. The Republican margin of error was plus or minus 6.6 percent.

Scott Walker Not Too Scared To Say All Muslims Are Bad
Gov. Scott “Look at my big Reaganesque balls” Walker has been having a hell of a time trying to figure out where he fits on the Republican spectrum of hating brown American citizens.
In the span of a week, he was against birthright citizenship, guaranteed in the 14th Amendment. Then he was “not taking a position,” and now he’s come around again, and he is definitely opposed to changing the Constitution, at least until lunchtime tomorrow, at which point, who even knows?
But here’s a position he is not afraid to take: Muslims — pretty much all 1.6 billion of them — are bad!
At a campaign stop at a VFW hall in Derry, New Hampshire, Walker said radical Islamic terrorists are at war with America, Israel, Christians, Jews and “it’s a war against even the handful of reasonable, moderate followers of Islam who don’t share the radical beliefs that these radical Islamic terrorists have.”
We don’t know exactly what “handful” means, but a campaign spokeslady refused to respond to the question of whether the governor was, like, serious about that, or whether he might want to walk back his statement and say, “Oops, I counted wrong, it’s at least four and a half handfuls.”
The spokeslady did, however, insist that actually, Walker super hearts Muslims because he’s just lookin’ out for them:
The governor knows that the majority of ISIS’s victims are Muslims. Muslims who want to live in peace – the majority of Muslims – are the first target of radical Islamic terrorists.
So really, when Walker says all the Muslims, except for those coupla cool reasonable dudes (who, presumably, will be allowed to keep their pensions when Walker is president), are engaged in “radical Islamic terrorism,” what he really means is that he wants to wage a war on radical Islamic terrorism to save those handful of Muslims who are the REAL victims, see?

During an interview on Meet The Press, Gov. Scott Walker crumbled and couldn’t explain why President Obama has higher approval ratings in his home state of Wisconsin than he does.
CHUCK TODD: New poll that was out this week in your home state. You’re at 39% job approval. Barack Obama’s at 48%. Why does he have a higher job rating in Wisconsin than you do?
GOV. SCOTT WALKER: Well, you know, four years ago, I was so low in the polls they called me “Dead Man Walker,” because back then, we were pushing big, bold reforms, kind of like the big, bold reforms, again, we push in this latest budget.
A year later, I won the recall with a higher percentage of votes, a higher number of votes.
Why? Because our reforms worked.
For all the hype and hysteria of the 100,000 protestors, our schools are better.
In fact, ACT scores, again, are second best in the country.
Our graduation rates are up. Our third-grade reading scores are up.
The same thing will hold true here when people see that, for students like my son, who’s a junior at The University of Wisconsin, the reforms are going to work there, as well.
Property taxes continue to go down.
When people see the benefits of our reforms, just like they did four years ago, I think our numbers will go up again.
Walker couldn’t answer the question because an honest answer would have forced him to admit that his policies have made him unpopular in his home state. Later, in the same interview Walker also fumbled a question about why (WONDERFULLY BLUE) Minnesota has economically outperformed Wisconsin.
Scott Walker is failing as a presidential candidate because his positions are often contradictory and inconsistent.
Walker is unpopular in Wisconsin, and he looks like a candidate that is in way over his head on the national stage.

Scott Walker's campaign is in deep, deep trouble
Over the last few weeks, the news for Scott Walker's presidential campaign has been getting grimmer and grimmer:
- After leading the polls in Iowa for much of the year, Walker has fallen to 7th place there in the RealClearPolitics average.
- That's his best poll result — he's now in 9th place nationally and in 10th in New Hampshire.
- Walker has failed to impress in the two debates so far. In the second of those, he spoke the least of any candidate, and the moderators only asked him two direct questions. Two post-debate surveys asking Republican voters who won this week's debate found Walker in last place of the 11 primetime debaters.
- The Washington Post's Jenna Johnson and Matea Gold reported Thursday that "many" of Walker's backers think that his campaign manager, Rick Wiley should be ousted. And McKay Coppins of BuzzFeed News reported Friday that some Walker donors were circulating an unspecified salacious rumor about Wiley.
- A significant financial backer of Walker's operation — Minnesota media mogul Stanley Hubbard — has started started telling media outlets that he'll begin donating to other candidates too.
- The Associated Press's Scott Bauer and Julie Bykowicz reported Thursday that "nervous campaign vendors are currently waiting to be paid more than $100,000 for outstanding debts" by Walker's campaign.
Reports of money problems are very bad for a presidential campaign
The last of those points above is particularly ominous. Word of money problems often serves as the canary in the coal mine — signifying an imminent campaign collapse. And they can start a downward spiral, leading supporters to jump ship and fundraising to dry up because the candidate looks more and more like a loser.
For instance, it got out in early August that Rick Perry's campaign was no longer paying staffers due to poor fundraising. Perry managed to hang in the race for one more month, but everyone could see he was a dead man walking. He finally quit after failing to qualify for this week's debate.
If Walker already isn't paying his consultants, fundraising has likely fallen well short of expectations, and the campaign has committed to much more spending than it can afford (Johnson and Gold report that there are 90 full-time staffers). If so, it would be possible for Walker to radically downsize his operation and stay in the race — John McCain did just that in 2007, and won the nomination.
But it would be a tough road ahead. The next debate is a long way away, and there's no indication that Donald Trump is going to stop monopolizing media attention anytime soon. Meanwhile, the host of that debate, CNBC, hasn't announced how it will determine who qualifies — but if it uses national polls, like Fox News and CNN did, Walker could be in serious danger of failing to make the cut.
Walker's campaign has been lackluster because Scott Walker is lackluster
As far back as 2014, and especially earlier this year, Scott Walker has seemed, on paper, to be a fantastic Republican candidate. He was elected three times in a blue state, and while governor of Wisconsin, he fought hard for conservative priorities in a way that impressed both the GOP's base and its elites.
But presidential campaigns aren't fought on paper, and, in person, Scott Walker simply isn't compelling or attention-grabbing. I argued nearly a year ago that Walker's lack of charisma would be his biggest problem "in a world where primary candidates rise and fall in the polls based partly on their performance in televised debates."
Indeed, Walker led the polls in Iowa up until just before the first presidential debate August 6. Afterward, he plummeted, as you can see in this RealClearPolitics chart:

I was seriously worried about a triumvirate of Walker, Christie, and Cruz breaking out of the pack because there's so much mediocrity there. But I forgot that all three of them are completely incompetent as politicians outside of their comfort zones, so that's nice to see.
Not that the rest of the GOP is any better this time around. Probably the weakest field of candidates I've ever seen in an election cycle.

All Of The Presidential Candidates Who Signed Voter ID Laws Have Dropped Out Of The Race
Perry’s photo ID law disenfranchised approximately 600,000 registered Texas voters who do not have one of the limited forms of ID that the law allows, while Walker’s effort means that roughly 300,000 mostly-Latino and African American Wisconsin residents are disenfranchised. A recent study in Wisconsin found that 94 percent of eligible white voters had a valid identification, compared to just 85 percent of registered African Americans.
Texas’ current law allows a handgun permit as acceptable ID, but not a student ID. Wisconsin allows current student IDs, but the restrictions are so convoluted that state employees frequently had difficulty explaining the requirements to poll workers and voters.
