The problem with Tony is not really his offensive production, because it has been there when needed, rather than the fact that whoever he is guarding goes for 20 every night, no matter how good that player is.

He is guarding different players within games. Unusually if it is late and close KL or Green will take the opponents best guard if that's who is beating us.
