He held several academic posts where he did little more than run up travel expenses and had to disappear to avoid the consequences. Employment and financial problems + Russian employees and contacts = fairly easy pickings for recruitment by Russia.

Because he worked with and trained Western intelligence at LAD and LINK for over a decade. He worked with the CIA and FBI on these campuses. He was never arrested nor indicted. We know Mueller will indict even if he knows Russians won’t show up to court. After he was named in the press for speaking to Papadopoulos he was still allowed on US soil to speak to at numerous conferences to US government officials. No Interpol alert put out. He’s still free to travel anywhere.
