Because the US had honored the treaty and the US will no longer be constrained by said treaty.

"We will move forward with developing our military response options and will work with NATO and our other allies and partners to deny Russia any military advantage from its unlawful conduct"

I don't believe Russia will be happy with the US working with NATO and other allies to eliminate any advantage Russia thought they had gained by ignoring the treaty.
