If that's what you have to resort to. But sure, there is no indication Rudy went into WTC7 for any reason. A command center had been set up at 75 Barclay Street, which is west of the WTC7 site. Remember they already knew there was a threat of building 1's collapse, so going into the building across the street makes before or after it fell made no practical sense for Rudy.
