We aren't testing enough to know how fast is it actually doubling. If you are basing that on confirmed cases, and confirmed cases is limited by testing capacity, then you have next to no idea what the real doubling rate is.

And what do you suggest they do after been completely locked up for 3 months? The government lifted the lockdown country wide. Do you really expect people to stay in their houses when according to their government they can go out?

You just need proximity. Outdoors doesn't make it magically less contagious, just makes it less likely to be in close proximity.
Again, not a difficult concept. If something draws crowds that cannot distance... close it.
