Could it be that people in large cities have to attempt to get along with others in close proximity. They have more traffic lights, more no smoking areas, more rules in general. Rural areas might have a stop sign, dont have to worry about others breathing their farts, and generally dont have many rules regarding others rights to spacing. It makes a whole lot of sense to me.

I hate that elevator rule that does not allow you to just stand on top of each other, they only let a certain amount of weight in them... wft... more rules...
