Of course, early second round in the early 1960s would have been first round now because of the increase in the number of teams.
Maybe a better comparison is to use the overall # the player was picked.
In any case, looking at that list, the answer to the original question is clearly "no".
Remember that a lot of those older 2nd round picks were back when there were far fewer teams. So they would be equivalent to a first round pick in a 30 team league.
