Is there something that makes you think unethical employers and illegal workers will do it all right? This works for them, why should they start doing it right? It's not the law that makes them unethical.
Many illegals have IRS tax numbers (is all you need to pay taxes, don't need a social security number), and pay Social Security they will never get back.
They are also paying interest on mortgages, cars, and city/state sales taxes, property taxes, and some have health insurance.
