Lots of corporations, and the US military, are already preparing for the disruptions due to global warming and huge increases in oil price.
But the oil/gas co's own enough politicians to keep them from doing anything serious, since the oil/gas co's know they will make $Ts in windfall profits, which they will use to keep buying the cheap politicians. The 56 mpg standard will of course be reduced to a much lower number and probably extended to 2030.
