    Output becomes input.

One way is to burn trash from landfills using the smoke to power turbines.

    Thoughts anyone?

You burn trash to heat water into steam to drive turbines, smoke won't do anything.

Its inefficient, releases heavy metals into the local population, and expensive. Been done.

It makes methane which is a "wet" fuel. I've designed and installed some systems to burn waste methane to generate hot water to be used as the generative heat source in the digestive process at sewer plant digestion beds but they are very maintenance intensive. Methane is just a nasty fuel.
