I just bought a new cpu a few weeks ago. I lost power yesterday and now for whatever reason whenever I go to turn it on it gets stuck on the windows loading screen and keeps taking me back to this safe mode screen. I have tried all the options it list but it keeps kicking me back out and restarting itself. Has the Windows program itself been corrupted and needs to be re-installed? (and it wasn't a power outage due to a storm, it was due to the heat)

If it gets past the BIOS then it's not the CPU. The motherboard would even shutdown if it was a bad CPU.

probably bad HD, try windows repair

Actually it could very well be a software problem as well. It's way too early to diagnose it as "probably" anything.

My guess would be you need to reinstall windows. Try to run a full diagnostic pre-startup. You might have to just format and start from scratch.

I don't know jack about computers, but I kinda figured that I needed to reinstall Windows. But how do I run a diagnostic and reformat from scratch? Its just frustrating because this crap is brand new....

Sounds like some of your files may have gotten screwed when you lost power. Hard drives are constantly reading and writing files, it the power is lost in the middle of a write that can cause the type of problems you are seeing.

If you can hit the windows button and the R key at the same time type this in the window that appears: sfc /scannow

If it comes to reinstalling (If you don't have anything important on it since it's a new system) it should be fairly easy if it's a name brand computer (Dell/HP/ETC). You can usually hit a key or key combination during startup to restore the system, something like F11 or ALT+F11, it will say what the key is on screen.

His suggestion is a good one.

Sorry, I was offline as we had a tornado warning here and I had to unplug my essential electronics.

You're right. Replacing hardware is much less drastic than a simple format.
