The NBA has published a "video rule book," that provides explanatory comment and a video example of several rule infractions. It's pretty cool.

The timing of this release is interesting. Perhaps an online training guide for replacement refs?

Head of refs, Stu Jackson, told the NYTimes that it's merely a coincidence of timing, and that the 'video rule book' project was actually started about a year and a half back, well before they knew they'd have the current labor situation.

Although at the same time, it seems the NBA was even prior to the Donaghy scandal hoping to improve the reputation of the refs-- thinking that by educating the fans, the fans will better understand why the refs make the calls they do, and be less inclined to blame bias, bad-officiating, etc.

Yeah, I was mostly kidding. The NBA has been trying to do this sort of "rule outreach" to fans in one way or another for several years now. This is just the most organized they've been about it.
